The County of Riverside's Flood Control District has an opportunity for an Assistant Engineer located in Riverside, California. This position performs professional engineering work supporting the planning, design, construction, and operation and maintenance of stormwater management and flood control facilities throughout Riverside County.

The selected candidate will perform a variety of engineering assignments within the District's Planning, Design, Construction, and Operations and Maintenance divisions. Duties may include conducting engineering studies and analyses; preparing reports, plans, specifications, and cost estimates; reviewing engineering plans; performing inspections; and supporting public works projects. Projects may involve flood control facilities, including storm drains, channels, basins, dams, and levees, as well as stormwater recharge and treatment facilities.

Qualified candidates must possess a bachelor's degree in civil engineering, environmental engineering, or bioresource and agricultural engineering, and a valid Engineer-in-Training (EIT) Certificate.

Preferred qualifications include experience performing or reviewing hydrology studies and hydraulic and floodplain analyses; structural design; plan and drawing preparation; specification and bid document preparation; construction contract administration; and inspection of public works facilities. Knowledge and experience using engineering software such as HEC-RAS, HEC-HMS, WSPG, MicroStation, InRoads, AutoCAD, Civil 3D, FLO-2D, or other hydraulic, hydrologic, and structural design software is highly desirable.
EXAMPLES OF ESSENTIAL DUTIES
• Assist in the design of roads, hydraulics, reinforced concrete structures, sewer systems, or other public works projects by preparing plans, profiles and cross sections, making quantity estimates, horizontal and vertical alignment computations, and establishing grade controls.
• Supervise and perform drafting, computing, checking, and direction of field operations involved in the gathering and compilation of field data for the design layout and construction of highways, flood control channels, subdivisions, drainage structures, wells, sewer systems, parks, buildings, waste disposal, and other projects.
• Perform structural engineering analysis of proposed commercial, industrial and complex buildings and structures; review grading, building and structure plans for conformity to uniform building codes, local ordinances, state regulations, and administrative policies.
• Assist and advise permit applicants with engineering and related problems.
• Prepare and review maps; calculate and plot the results of field surveys.
• May inspect the construction of projects under contract.
• Perform field tests and take samples for laboratory tests of materials; prepare estimates for projects planned or under construction; prepare reports.
MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college or university with a bachelor's degree in civil engineering, environmental engineering or bioresource and agricultural engineering. (Possession of a valid certificate as an Engineer-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for the required education.)

Experience: One year of professional civil engineering experience in one or more of the following areas:

• The planning, design, and construction of projects such as:
  • Flood control facilities including storm drains, channels, basins, dams and levees.
  • Stormwater recharge facilities such as groundwater / infiltration basins.
  • Stormwater treatment facilities such as infiltration basins, biotreatment, bioretention.
  • Experience planning, designing and constructing highways, freeways, sanitary sewers and/or landfills, may also be considered.
• Performance of engineering studies / analyses related to the above types of projects/facilities.
• The detailed review (plan check) and approval of engineering studies and plans related to the above types of projects/facilities.

Knowledge of: The fundamentals of civil engineering, including mathematics and physics as applied to engineering of the above types of facilities. Knowledge areas should include one or more of the following: hydraulic analysis and design, hydrology (rainfall / runoff), topographic mapping and surveying, construction processes and methods, structural design/analysis of reinforced concrete.

Ability to: Perform the full scope of public works engineering under general supervision for any combination of design, report writing, planning, specification writing, plan review, quantity/cost estimates or inspection necessary for the completion of projects. Maintain cooperative working relationships with others.

Other Requirements:
License: Possession of a valid California Driver's License is required. This position involves travel to various locations throughout the county to conduct site visits.

Certificate: Possession of a valid certificate as an Engineer-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for the required education.

The Assistant Engineer will:

• Walk over uneven outdoor terrain and work in a variety of environmental conditions.
• Be exposed to a variety of weather elements (e.g., high temperatures, rain) while performing field duties.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).

• Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
• Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
• Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
