Job Description:

Position Purpose summary:

The Assistant Director of Treasury (ADT) supports the Director of Treasury in the management of the territorial headquarters' treasury and cash management functions. Provides advice and information on banking products and services as well as the Army's merchant and corporate card programs. Oversees requests for new bank accounts, banking services, corporate cards, and merchant accounts. Works with the Director in managing the Army's relationship with its bankers and suppliers of corporate cards and merchant services. This role is a key liaison between territorial headquarters and service providers and also supports the management of external service provider relationships, including assisting with issue resolution, negotiations, process improvements, and implementation of service enhancements.

The Assistant Director oversees daily balance reporting, cash forecasting activities, overdraft policy administration, monthly interest calculations, and related treasury reporting. The role also provides oversight of the gifts-in-kind program and supports special projects, analysis, audits, and process improvement initiatives as assigned.

Key Accountabilities:

  • Oversee corporate card, purchase card, merchant payment, and gifts-in-kind programs to ensure effective administration, compliance, service excellence, and alignment with organizational policies and objectives.
  • Monitor program performance, financial activity, trends, risks, exceptions, and stakeholder issues across treasury operations, implementing corrective actions and escalating significant concerns as required.
  • Lead cash forecasting processes, including rolling forecasts, variance analysis, and risk assessments, to support accurate liquidity planning and informed financial decision-making.
  • Manage banking operations, cash management activities, system access controls, reconciliations, foreign exchange, interest, and bank fee reviews to maintain strong financial controls and operational integrity.
  • Guide and support staff through training, coaching, issue resolution, and process clarification, serving as a key resource for treasury and payment-related operations.
  • Drive continuous improvement initiatives by identifying recurring issues, strengthening controls, enhancing reporting, and optimizing treasury, payment, and administrative processes.
  • Collaborate with internal stakeholders and service providers to assess business needs, implement payment and banking solutions, resolve operational issues, and support technology changes.
  • Support trade finance, commercial borrowing, loan portfolio management, lease-versus-buy evaluations, and investment-related activities to enable effective treasury and financing operations.
  • Coordinate audit activities, compliance reviews, investigations, and program monitoring processes to ensure timely resolution of findings and adherence to governance requirements.
  • Develop business requirements, analyses, reports, and recommendations, and communicate insights and operational impacts to stakeholders and senior leadership to support informed decision-making.


Education and Experience Qualifications

  • Completion of an undergraduate degree in Commerce, Business Administration, Finance, or a related field; an equivalent combination of education and experience may be considered.
  • Certified Treasury Professional (CTP) designation is preferred.
  • Minimum five (5) years of progressive experience in a Finance, Treasury, Banking, or related financial management environment.
  • Demonstrated experience with banking platforms, cash management, corporate and purchase card programs, merchant services, reconciliations, financial reporting, and analysis.
  • Advanced analytical and problem-solving skills with the ability to interpret complex financial data, identify trends, and provide sound recommendations.
  • Advanced proficiency in Microsoft Excel and financial reporting tools, with the ability to develop, analyze, and present information effectively.
  • Strong communication and stakeholder management skills, with the ability to build relationships, provide guidance, and deliver a high level of customer service.
  • Proven ability to train, coach, and support staff, monitor work quality, and appropriately escalate risks, issues, and exceptions.
  • Demonstrated integrity, professionalism, discretion, and attention to detail, with the ability to manage confidential information and competing priorities.


Compensation:
The target hiring range for this position is $85,321.60 to $106,641.60 with a maximum of $127,982.40.
Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
