Summary

The Division of Enforcement, Office of AI and Analytics (OAA), is seeking a Supervisory Market Surveillance Specialist (Assistant Director - Investigative and Market Analytics). As an Assistant Director - Investigative and Market Analytics, you will perform data and trading analytics, data sourcing, and research supporting investigations of possible violations of the federal securities laws and the litigation of enforcement actions.

In this role as an Assistant Director - Investigative and Market Analytics, you will be responsible for:

• Leading and supervising the IMA group, setting priorities, managing intake and workload, and developing staff
• Partnering with investigative and litigation staff across the Division to understand their objectives, and identifying where data, analytics, and technology-enabled approaches can advance their work
• Directing the identification, sourcing, and analysis of data to develop facts and advance investigations and enforcement actions, including trading and order data, financial and accounting records, communications, books and records, and other structured and unstructured sources
• Identifying recurring demands on the group that should become reusable capabilities, and working with technical and analytical partners within the Division and across the SEC to develop, adapt, or customize solutions, including AI and other advanced and emerging technologies, so that staff can perform work directly rather than through customized case-by-case support
• Overseeing the group's management of its contract resources and its data sources and subscriptions, including ensuring they are used effectively and made available to those who need them, and periodically assessing their value and alternatives
• Coordinating with similarly situated teams within the Division and across the SEC on approaches and practices, identifying tools, data, and capabilities that can enable the group's work, and influencing their ongoing development and advancement
• Briefing Division leadership on the group's work and performing related supervisory and administrative functions.

Qualifications

Time-in-grade for this announcement is one year at the GS/SK-14 level.

Qualifying experience may be obtained in the private or public sector. MINIMUM QUALIFICATION REQUIREMENT:

SK-17: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level:

1. Analyzing data to support investigations, including figuring out what information is needed, where to get it, and using datasets (Such data may include trading data, brokerage and account records, financial and accounting records, communications, books and records, market and reference data, and other structured and unstructured sources).
2. Collaborating with investigative and litigation teams to report findings and recommendations to staff and leadership.
3. Creating or improving tools and techniques to support investigation and litigation needs on analytical methods and technologies.
4. Leading or coordinating analytical work that supports matters such as securities law investigations or enforcement cases.
