Full Job Description
Duties Description Under the Deputy Commissioner for Technology (DCT), the Assistant Director Information Technology Services 2 (ADITS 2), will perform and serve as proxy and second in command (2IC) for the Deputy Commissioner for Technology (DCT) w/ the state agencies OPWDD, Justice Center, OFA, & CDD. The incumbent will support the DCT in developing and executing the Information Technology Services (ITS) strategic vision in alignment with the New York State Chief Information Officer. In addition, they will assist in all budgetary, personnel, strategic planning, product support and operational concerns. The ADITS 2 will oversee the management, project delivery, application development, infrastructure /business system operations, technical/workplace services, architecture, and security within OPWDD, Justice Center, OFA, & CDD.

Duties are all encompassing, large, & complex in scope to include but not limited to:
• Administrative and fiscal oversight for 145+ full time employees and contractors
• Plans and manages the research, analysis, development and implementation of appropriate system development strategies and technologies to meet short-term and long-range customer service goals and delivery methods.
• Manages the preparation of detailed work plans for staff resources and monitors work plans for progress, adjusting resource allocation and priorities as necessary.? Ensures that appropriate resources are available to complete the project by the needed due date.
• Manages the preparation of analysis and cost benefit studies, which result from customer requests, legislative and policy changes, system problems, and emerging technologies.
• Recommends the appropriate priority for pending requests for IT services.
• Meets with IT program management and customers determine technical needs, requirements, program priorities and implementation approaches.
• Assesses the impact of new legislation on existing systems and work in progress.??
• Manages the development of application architecture or Enterprise Architecture plans for complex, multi-tiered application development environments.?
• Manages the preparation of project deliverables and the resolution of issues affecting various aspects of the project life cycle.
• Oversees vendors and customers who develop IT products and/or services for the agency to ensure that the product or service is developed according to contract specifications; and resolves problems as necessary.
• Develops the IT budget in coordination with the agency finance officer and IT management.

Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Assistant Director, Information Technology Services 2 OR in a position at M-4 or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than one M-grade.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
