The Department for Medicaid Services (DMS) provides health care access for eligible low-income residents ofKentucky including children, families, pregnant women, the aged and the disabled as well as a number of programs andservices directed at specific eligibility and medical needs. DMS strives each day to meet the mission of the Cabinet for Health andFamily Services to be a diverse and inclusive organization providing programs, services and supports that protect and promote the health and well-being of all Kentuckians and their communities.

The Division of Quality and Population Health is comprised of four branches: Behavioral Health Innovation,Population Health, Quality, and Research & Analytics. The division is seeking to hire an Assistant Director II to oversee the Behavioral Health Innovation Branch.The Assistant Director II will direct the work of the division's behavioral health specialists and will managecomplex projects with multiple phases across several years. This branch consists of passionate individuals working cohesivelyand collaboratively with a variety of internal and external teams to drive some of the largest initiatives in the Department for Medicaid Services. You will have the opportunity to provide decision making support in the areas of behavioral health covered services and related policies, Medicaid reimbursement rates, and initiatives required by legislative changes.

As an Assistant Director II in the Department for Medicaid Services Division of Quality and Population Health, you will have the opportunity to work with professional, caring people who work to improve and ensure equitable physical and mental health of the commonwealth.

Responsibilities and Duties:
  • Assists the Director in improving program efficiencies, effectiveness, and overall program quality.
  • Supervises employees that includes but not limited to, approving of leave requests, timesheets, and completion of performance appraisals of the Behavioral Health Innovation Branch Manager and other designated staff within the division.
  • Assists staff in the on-going development, direction and management of quality-of-care behavioral health services
  • Evaluates routine special and technical reports to monitor efforts to increase efficiency and effectiveness of agency activities.
  • Represents the Division/Department or Cabinet on task forces, committees, councils or meetings as assigned
  • Other duties as assigned
Preferred Knowledge/Skills/Abilities:
  • Strong understanding of Behavioral Health Disorders - including Mental Health and Substance Use Disorders.
  • Project Management experience
  • Strong written and oral communication skills


Minimum Requirements

EDUCATION:Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS:Five years of administrative or management experience, two of which must include direct supervision of personnel.

Substitute EDUCATION for EXPERIENCE:A master's degree will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION:Additional administrative, management, or research experience will substitute for the required education on a year-for-year basis.

Working Conditions

Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
