TASK FORCE: FEMA Disaster Recovery JOB TITLE: One (1) Assistant Director CONTROL CODE: BAW-27-09 SUMMARY: The Mayor's Office of Management and Budget (OMB) is the New York City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor's expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities. The FEMA Disaster Recovery Task Force, within the OMB-Managed Grants subdivision, works with City, State, and Federal agencies to help New York City recover from the lasting impacts of Hurricane Sandy, COVID-19, Tropical Storm Isaias, Tropical Storm Ida, and Tropical Storm Ophelia, as well as other federally declared disaster events. Among other responsibilities, the subdivision guides policy, monitors budgets, and ensures compliance with applicable requirements for projects funded through the FEMA Public Assistance (PA) program. OMB is hiring a new Assistant Director to guide agencies as they design and implement capital projects intended to be supported with FEMA PA funding. The position will be responsible for advising on the eligibility of scope and project elements (including developing mitigation proposals when applicable), coordinating with partners, and monitoring project implementation funded by FEMA PA funds. Please note that this is a grant-funded position. Your term of employment is dependent upon the availability of grant funding, but it is expected to be at least three years. JOB DESCRIPTION: The duties of the position include the following: -Develop and maintain a comprehensive understanding of Federal, State, and City regulations and requirements applicable to construction projects supported with FEMA PA funding. -Advise City agency staff and FEMA Disaster Recovery Task Force colleagues on Federal funding eligibility, including development and documentation of approved scopes of work / mitigation proposals; identification of applicable requirements; separation of FEMA-eligible scopes / costs from larger projects; and development of appropriate procurement, design, and construction documentation. -Review project designs, cost estimates, procurement materials, and construction documents to identify eligibility, scope, cost, environmental and historic preservation, code, and other compliance issues, and support the justification and documentation of eligible scope changes. -Monitor procurement and construction activities for compliance with approved Federal requirements and scopes, including review of bid documents, contractor invoices, change orders, and scope and cost tracking; coordinate with agencies and OMB to resolve issues and maintain alignment with approved Federal funding. -Support project completion and Federal grant closeout by ensuring required documentation is complete and adequately supports eligible costs and activities, coordinating with agencies and Federal/State partners as needed, and helping maximize retention of approved disaster-recovery funding. -Train FEMA Disaster Recovery Task Force colleagues on applicable Federal requirements, eligibility concepts, and project-management best practices. QUALIFICATIONS: -Experience working on and managing complex projects. -Strong analytical, organizational, and problem-solving skills with an emphasis on attention to detail. -Strong interpersonal skills, and the ability to maintain working relationships. -Strong written and spoken communications skills. -Basic understanding of budgeting and accounting principles. -Ability to work independently as a self-motivator and to motivate others. -Ability to work calmly and proficiently under pressure and to adhere to deadlines. -Must possess strong technical skills including proficiency in Microsoft Office software (Excel, Word, PowerPoint) and the ability to learn new technology quickly. -Preferred: experience with the FEMA PA Program; PMP certification; PE or Architecture license; 10+ years of experience; BA in engineering, architecture or a related discipline. REQUIREMENTS: Assistant Director ($167,101): Bachelor's degree and a minimum of six years of full-time experience in budgetary planning/management, financial analysis, cash flow analysis, and financial publications or an awarded Master's degree in Public Administration, Economics, Finance, Business or related field and a minimum of four years of relevant experience in budgetary planning/management, financial analysis, cash flow analysis, and financial publications.
