Napa County's Health and Human Services is hiring! Join HHSA's Executive Team and Lead the Future of Integrated Behavioral Healthcare
The Assistant Deputy Director Behavioral Health will have primary responsibility for the overall management, administration, supervision, and coordination of the programs within the Behavioral Health Division of the Health & Human Services Agency (HHSA). Program scope includes a wide range of county-operated programs, including the continuum of care under the Drug Medi-Cal Organized Delivery System (DMC-ODS) and Specialty Mental Health Plan, and services provided by a network of contracted providers under a managed care plan.

This position is responsible for the management of behavioral health programs which includes multiple units and programs of significant depth and complexity. Responsibilities include overall management and administration of services, with a particular focus Drug Medi-Cal Organized Delivery System (DMC-ODS) services, Children's Behavioral Health Services, Access, and the Medication Clinic. Duties will include the development of objectives and design and implementation of supporting programs, processes, policies, and/or procedures to successfully achieve those objectives. Position is responsible for the administration, and control of associated budgets for assigned programs. Supports the internal and external coordination of Behavioral Health services as part of an integrated HHSA and part of the broader county. Provides highly responsible and complex administrative support to the Deputy Director of HHSA - Behavioral Health and, as a high-level leadership role, is aligned with the mission, vision, and goals of HHSA.
There is currently one regular full-time vacancy. The list established by this recruitment may be used to fill future full-time, part-time, limited term, and extra help vacancies up to one year. Bilingual (Spanish) skills preferred but not required.
Memorandum of Understanding (MOU) Agreed Salary increases and Winter Time Off:

POSITION REQUIREMENTSExperience and Education:
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:
Experience:
Six (6) years of increasingly responsible professional program experience in a mental health, social service, or human services program including four years of administrative and supervisory responsibility.

Education:
A Master's degree from an accredited college or university with major course work in public health, human services, social work, clinical or counseling psychology, public administration or a related field is required.
License or Certificate:
  • Possession of a valid California driver's license.
  • Possession of a valid license by the State of California Board of Behavioral Science or Board of Psychology as either a Licensed Marriage and Family Therapist (LMFT), Licensed Clinical Social Worker (LCSW),?Licensed Professional Clinical Counselor (LPCC), or Licensed Psychologist is desirable.
*Any license, certification, or registration required for this position shall be maintained (i.e., active and in good standing) at all times during employment with Napa County.? For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.

Describe your experience leading or contributing to an integrated behavioral health system that contains both Specialty Mental Health Services (SMHS) and Drug Medi-Cal Organized Delivery System (DMC-ODS) services. Please describe how you have previously engaged in program planning, implementation, and/or improvement with this type of behavioral health system. How did you, or would you balance the sometimes-disparate requirements for DMC-ODS and SMHS while maintaining an integrated system? Please include any experience with Medi-Cal requirements, implementation of evidence-based or promising practices, and aligning local work with statewide initiatives such as BH-CONNECT, CalAIM payment reform, National Committee for Quality Assurance (NCQA) Behavioral Health Accreditation, or Behavioral Health Services Act (BHSA).
