Position Description
Advertised Job Summary The Assistant Dean for Finance and Operations serves as a senior strategic partner to the Dean of the College of Nursing and works closely with other members of the leadership team. This role is responsible for the administration, fiscal management, budgeting, IT, facilities management, and human resources management at the College.
Job Related Minimum Required Education and Experience - Requires a bachelor's degree in a job related field and at least 8 years of job related experience, including some prior management experience.
Required Certification, Licensure/Other CredentialsPreferred Qualifications - At least three years of overseeing or working closely with HR, Budget, IT, and academic and facilities stakeholders in a USC Academic Unit is preferred.
- Experience with USC's Responsibility Center Management (RCM) budget model is preferred.
Knowledge/Skills/Abilities - Demonstrated skills in operations, human resources, facilities management, finance/accounting, procurement and post-award management, and/or related areas. Familiarity with academic/university systems and processes.
- Ability to communicate clearly, orally and in writing, with all constituents of the College of Nursing, including students, staff, faculty, administrators, alumni, and partners.
- Strong interpersonal and customer relations skills sufficient to inspire, lead, and work effectively with diverse groups.
- Ability to effectively direct, manage, and lead professional and support staff.
- Excellent problem solving skills with proven ability to strategize, prioritize, and multi-task to meet goals and deadlines.
- Understanding and support of the teaching, research, practice, and service missions of the College of Nursing. Ability to maintain a high degree of confidentiality.
Job Duties
Job Duty Participate in strategic planning and executive decision-making, represent the College of Nursing on university matters related to administration and operations. Works closely with the Dean to explore financial growth opportunities in the areas of entrepreneurship, extramural funding, and development. Takes a leadership role in partnering with colleagues to advance a shared mission. Contributes with senior leadership to ensure the creation, implementation and measuring success of the strategic plan. Advises the Dean and actively contributes to the long-range planning of the College of Nursing's departments and units, taking into consideration the institution's strategic plan and initiatives. Prepares and delivers detailed presentations to the Dean, faculty, staff, and other university constituencies or partners. Recommend and evaluates business proposals for return on investment.

Job Duty Serves as the College of Nursing's Chief Financial Officer. Responsible for the development, implementation, and management of the budget development short- and long-range planning process. Ensures that the College of Nursing operates in a financially controlled and secure manner for all accounting and financial management in accordance with Generally Accepted Accounting Principles (GAAP). Interprets financial policies, ensuring the accuracy and integrity of accounting records, and delivery of services to the customers served by all accounting operations. Ensure compliance with University policies, and state and federal laws and regulations. Develop strategies and initiatives that strengthen the College of Nursing's financial functions to ensure efficient use of University resources while providing a high level of customer service. Oversees the finance team. Oversees finances for the College Practice Plan and funds held in the USC Educational Foundation.

Job Duty Provides oversight and administration of IT and facilities to ensure effectiveness. Contributes to or sets long-term goals and strategic planning. Ensures effective financial management of responsibility units. Oversees project management for construction. Evaluates productivity and develops efficiencies. Develops organizational strategies to ensure staffing structure and levels are in line with organizational needs and motivating staff and managing all levels of performance. Oversees data analysis for all aspects of the College of Nursing.

Job Duty Provides oversight of human resources. Works in collaboration with the HR Director in developing organizational strategies to ensure staffing structure and levels are in line with organizational needs and manages all levels of performance. Responsible for the management of all human resources operations for faculty, staff and student workers in the College of Nursing's departments, programs, centers, institutes, and schools. Oversees human resources and payroll actions relating to faculty and staff hiring, appointment, review, promotion and retention actions, and leave of absence processing, dual employment, ECOM forms, resignations, and retirements. The office also oversees faculty awards, professorships, and endowed chair appointments.

Job Duty Oversee the analysis of College of Nursing data, processes, systems, and procedures to determine current state of performance, efficiency, and effectiveness. Makes recommendations for improvements, manages implementation and incorporation of changes, and evaluates outcomes. Utilizes a variety of reporting and data analysis techniques to draw conclusions, monitor, and derive solutions.
