Job Title: Assessment and Operations Officer (NC3)

Position Overview

CEXEC is seeking an experienced Assessment and Operations Officer to provide vital planning, execution, and analytical support for the National Military Command System (NMCS) across the Nuclear Command, Control, and Communications (NC3) portfolio. In this role, you will evaluate end-to-end command and control capabilities across the full spectrum of crisis operations leading to national-level conferences.

You will work directly with key stakeholders across senior leadership, the Joint Staff, and Combatant Commands to identify system trends, risks, and deficiencies-delivering actionable feedback to ensure operational effectiveness, readiness, and overall mission assurance for the nuclear enterprise. This position requires regular interaction with senior-level staff and external organizations in accordance with customer requirements.

Key Responsibilities
  • Assessment & Exercise Support: Lead the planning, execution, and analysis of NMCS assessments and exercises within the NC3 portfolio.
  • Requirements & Framework Development: Formulate assessment and exercise requirements, objectives, schedules, and reporting formats tailored to national-level crisis operations.
  • Policy Compliance: Ensure all operations, evaluations, and reporting strictly adhere to CJCS Instructions (CJCSI), national policies, and directives governing the nuclear enterprise.
  • Trend Analysis & Risk Evaluation: Analyze exercise and assessment results to pinpoint system trends, operational deficiencies, and mission risks.
  • Actionable Reporting: Deliver direct, executive-level feedback, brief senior leadership, and recommend targeted solutions to improve operational capabilities.
  • Corrective Action Tracking: Assign, monitor, and manage corrective actions stemming from evaluations to support continuous enterprise operational risk assessments.

Minimum Qualifications
  • Active Top Secret / SCI Eligible (Required)
  • Education: Bachelor's degree from an accredited institution. (Equivalent relevant experience may be substituted in lieu of a degree.)
  • Experience: Minimum of five (5) years of relevant experience in assessments, exercises, operations, or analysis supporting complex nuclear or command and control (C2) systems.
  • Technical Knowledge: Strong foundation in Nuclear Command and Control (NC2), NC3 systems, and CJCS directives/instructions governing the national nuclear enterprise.
  • Communication: Proven ability to synthesize complex operational data into clear, actionable recommendations for senior military leadership.

Location: Pentagon (Arlington, VA).

Position Type: Full-Time

Travel: 5-10% (negligible)

Salary at CEXEC is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The salary range for this position is $150,000 to $170,000.
