Full Job Description
ESSENTIAL FUNCTIONS:

Teamwork and Implementation

  • Actively works with business stakeholders and Technology team members to deliver efficient scalable applications based on agile methodologies. Solutions will incorporate business needs assessments, process analysis, solution design, Beta testing, production implementation, data governance, and maintenance planning.
  • Designs, develops, integrates, and supports REST APIs and web services that align with the organization's application and digital strategies.
  • Designs, develops, and deploys scalable business applications using .NET technologies, web services, Power Platform, and third-party components across on-premises and Microsoft Azure platforms.
  • Incorporates and communicates with application stakeholders throughout the design process.
  • Determines long-term maintenance needs and responsibilities after application implementation.
  • Work closely with Technology team members to understand data requirements and ensure data quality is maintained for all applications.


Project Documentation and Training

  • Works with stakeholders and team members to define application product roadmaps based on incremental modular development.
  • Investigates new technology solutions and drives continuous improvement and automation wherever possible within developed applications.
  • Participates in database and technical design of new data applications.
  • Creates and manages project documentation using Microsoft Office 365, Visio, and other tools.
  • Participates in maintaining development standards and best practices.
  • Trains users on systems and provide technical assistance.
  • Adheres to all customer care standards.
  • Actively cares and advocates safety at Western States. Adheres to all applicable safety policies, procedures and standards.
  • May accomplish training and serve as a team member in support of Western States' strategic programs, projects, and initiatives.
  • Works within and promotes corporate vision, mission, and values of the organization.
  • Performs other duties as assigned.


KNOWLEDGE SKILLS AND ABILITIES:

  • Thorough understanding of Web development and REST API technologies
  • Thorough understanding of application development methodology best practices.
  • Proficient experience with Visual Studio and SQL Server Management Studio.
  • Ability to analyze user and technical requirements and design effective solutions.
  • Strong problem-solving skills with an emphasis on creativity.
  • Ability to develop and maintain effective working relationships with others.
  • Ability to coordinate the work of other team members.
  • Excellent documentation capabilities with attention to detail.
  • Ability to independently perform job functions under general direction.
  • Ability to successfully manage multiple, concurrent projects, with a track record of completing projects successfully on time and on within scope.
  • Knowledge of AI and agentic AI solution development.


EDUCATION AND EXPERIENCE:

  • Requires a Bachelor's degree in Computer Science, Information Systems, or related field or equivalent experience.
  • Requires knowledge of solid Software Development practices including source control, testing, and readable code.
  • Requires two years of experience designing, developing, and maintaining applications using Visual Studio, .NET technologies (ASP.NET and C#), and API-based integrations.
  • Experience leveraging AI-assisted development tools, such as GitHub Copilot, to accelerate software development, troubleshooting, testing, and documentation.
  • Requires experience with SQL Server and database design.
  • Experience with Microsoft Power Platform is preferred.
  • Experience with Microsoft Azure technologies is preferred.
  • Experience with Agile Development practicesis preferred.
  • Experience with X++ or Microsoft Dynamics AX/Dynamics 365 development is preferred.
  • Experience with Azure DevOps or other similar project management tools.


PHYSICAL CHARACTERISTICS:

  • Ability to stand for long periods of time along with walking, sitting, repetitive climbing stairs, reaching (including but not limited to above-shoulder reaching), repetitive bending, stooping, pushing, pulling, leaning and twisting.
  • Ability to lift up to 45 lbs.
