Job Description:
The incumbent will work in a collaborative environment with the development team and serve as an equal contributor to the evolution of the department's software systems. The developer will participate in requirements gathering meetings with customers as well as sprint planning sessions with the development team to ensure requirements are programmable. The developers work through sprints together, performing code reviews, giving and receiving feedback and sharing knowledge gained. Systems, libraries and settings are documented by team members in software wikis and team members participate in Agile Scrum ceremonies, including backlog grooming and sprint retrospectives.

Essential functions include:

35% Providing expertise for the design and development of a modern ReactJS and ASP.NET API web-based application that ties into a CI/CD Pipeline for rapid deployment. Reading requirements from Jira epics and user stories and translating them into usable functionality. The individual should be comfortable working with various technologies and modern frameworks. Specifically, ASP.NET Core API, Entity Framework, React, JavaScript, & SQL. Experience with code versioning, HTML/CSS, TypeScript and other similar tools used in a team environment is a plus. Overseeing the definition of system scope and objectives based on user needs. Preparing detailed specifications for program development.

30% Providing feasibility assessments, technical solutions, authoring code, troubleshooting applications, maintaining installed systems, producing and maintaining documentation, and conducting application quality assurance and testing. Providing estimates of the analysis and development effort based on requirements. Recommends development of new code or reuse/enhancement of existing code. Participates or leads in component and architecture design, performance monitoring, product evaluation. Understanding industry and IT best practices, developing and fostering the use of systems standards and processes across the organization.

20% Participating in code reviews of other development team members' work, providing & receiving feedback in a collaborative environment.

5% Attending Sprint planning meetings and working as a group to further refine user stories to ensure theyare programmable and scale to a two-week sprint cycle. Attending meetings with stakeholders to determine desired functionality for the in-progress web application software rewrite.

5% Participating in Agile Scrum ceremonies in addition to sprint planning (mentioned above), such as backlog grooming and sprint retrospectives.

5% Writing documentation in software wikis providing overviews of system functionality, tools needed, build instructions, etc.

Required Qualifications:
Bachelor's degree in an appropriate area and two years of relevant experience; or a high school diploma or equivalent and six years of experience. Appropriate college coursework or vocational/technical training may substitute at an equivalent rate for the required experience.

Preferred:
Bachelor's Degree in an appropriate area of specialization and three years or more of experience in designing, testing, debugging and deploying applications. Demonstrated experience with ASP.NET API, ASP.NET Core, SQL and other object-oriented languages. Experience with UI development, GIT, JavaScript, React, HTML, CSS, and JavaScript libraries is beneficial. The successful candidate should have the desire and ability to learn additional technologies as projects demand. The candidate must be highly analytical, demonstrate problem-solving skills and be able to communicate clearly and effectively. The successful applicant will demonstrate an independent work initiative and team-based leadership; excellent communication skills, attention to detail, sound judgment, diplomacy and a professional demeanor.
