The work you'll do is more than just a job. Job Summary This position is responsible for resolving complex and specialized corporate franchise tax administrative appeals. These appeals arise from the assessment and refund processes as administered by the Commissioner of Revenue. This includes analyzing the case file and the taxpayer's appeal, researching issues, conducting conferences with taxpayers or their representatives, evaluating the issues, negotiating with the taxpayer or their representative, preparing notices of determination or settlement documents, and communicating with department employees. This position is also responsible for providing assistance to the Attorney General litigating attorneys in Tax Court and other related duties.
The purpose of administrative appeals work is to advance the Department of Revenue's mission to make the revenue system work well for Minnesotans by providing an independent reconsideration forum to resolve tax disputes on an administrative level. Revenue Tax Specialists (Appeals Officers) regularly perform in all aspects of the compliance cycle.
This posting may be used to fill multiple vacancies. This position is eligible for hybrid telework. Employees living within 50 miles of the office will be required to work in the office at least 50% of the time each month. Employees may reside outside the state of Minnesota if they live in a state bordering Minnesota and are within 50 miles of the primary work location in Saint Paul. Telework eligibility is based on the business needs of the unit and is allowed at supervisory discretion. Commuting to the St. Paul office location is required for in person meetings.
Existing employees who were approved to telework from a bordering state and more than 50 miles from their work location before June 1, 2025, may retain this arrangement unless they move farther away.
Qualifications Minimum Qualifications Four (4) years of professional level accounting or auditing experience
*A business-related degree as determined by the agency may substitute for experience as follows: An associate degree may substitute for 6 months of experience. Bachelor's degree may substitute one (1) year of experience; master's degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience.
Applicants who meet the above experience requirements will be further evaluated during the interview based on the following: - Knowledge of accounting and auditing principles and practices
- Technical Tax knowledge, including court rulings, regulations and administrative policies and procedures
- Customer service and interpersonal skills sufficient to interact and negotiate with taxpayers and/or their representatives
- Leadership skills and the ability to plan, direct, and review the work of others
- Knowledge of personal computer operation and software programs used by the department in its internal and external operations
- Communication and presentation skills
- Knowledge of Minnesota tax laws for general and specific application
- Knowledge of court decisions, attorney general opinions and policies
- Knowledge of electronic processing accounting systems
- Knowledge of information exchange and disclosure policy and agreements
- Knowledge of electronic filing/processing systems
- Knowledge of audit report processing procedures
- Skills in reading comprehension

Preferred Qualifications - Extensive knowledge of corporate franchise tax laws, rules, and audit policies.
- Extensive experience in independent research, statutory interpretation, and resolution of difficult corporate franchise tax issues.
- Experience in dispute resolution.
- Extensive experience in tax compliance activities.
- Knowledge of GenTax and audit templates for corporate franchise tax.
- Knowledge of court decisions and Department positions and policies as they relate to corporate franchise tax issues.
Physical Requirements Requires occasional moving of articles such as boxes, accounting records, laptop computer, computer monitors, and other office items.
Additional Requirements As part of an offer of employment, a fingerprint-based background check will be conducted.
