Reporting to the Corporate Manager, Physician Compensation & Funding Analysis, the Analyst, Physician Compensation Finance is responsible for managing the various contract data required in the Sessional and Medical On call Availability Program (MOCAP) database that monitors and controls the allocation of funding to physicians for these programs within the Provincial Health Services Authority (PHSA). The Analyst is the systems manager for the online database and is the first point of contact for troubleshooting issues that physicians, business managers or Finance has regarding physician access, physician payment rates, physician contracts, or physician invoices. This position provides information extraction, reporting and analysis support to stakeholders of the sessional and on call billing program.
What you'll do - Develop on call contracts with physicians, ensuring that the contracts are for the correct amount of annual funding, have been appropriately signed by the Vice President, Medical Affairs, the relevant physicians and Group Administrators, and are in accordance with the BCMA-MoH Subsidiary Agreement for On call.
- Establish guidelines in the online billing system to ensure that billing is within the financial parameters of the call group, and that all physicians are current in their submissions for payment in order to avoid a cost pressure to the PHSA at the fiscal year-end.
- Work in collaboration with Physician Department Heads and Physician Division Heads regarding sessional invoice billing and sessional groups. Document the deliverables within each group of the sessional program. Update the online billing system for any sessional contracts as they are established.
- Review the sessional system within the online billing system for correct and current information. This includes updating the system for the annual funding allocation, any rates increases, and adjusting for reallocations during the year as required.
- Provide advice and assistance to end users of the online billing system. Assist with resolving data related system upgrades and lead the user acceptance testing process. Advise management, IT support, and software developers of complications with the online billing system for immediate resolution. Provide project coordination support by managing outsource relations with development and programming.
- Lead user training on the Physician Compensation Database System (PCDS) as required. Develop the training guide and update as changes are made. Accordingly, the Analyst keeps up-to-date with PCDS functionality and new releases by attending relevant training sessions.
- Create and review reports, lists, statistics and other information concerning activities related to physician compensation as requested. This includes quarterly and year-end reports to the Physician Compensation Finance team and annual income reports to physicians.
What you bringQualifications
- A level of education, training, and experience equivalent to a Bachelor's degree in Business Administration, Commerce or Information Technology, plus a minimum of four (4) years of recent related experience, preferably in a health care environment.
- Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts, including supported by significant knowledge of Indigenous-specific mandates, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility.
- Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
- Demonstrated knowledge and understanding of legislative obligations and provincial commitments within Physicians Accounting contexts found in the foundational documents including Truth & Reconciliation Commission's Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.

Job Type: Regular Full-Time
Salary Range: $69,218 - $99,501. The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
