Position Summary
The Analyst, Management (ANM3) - High Senior is a Key Personnel position supporting Team Blackwatchs NAVSEA PMS 470 (BBGN) Professional Support Services - N0016426R3120 contract, aligned to Task 2 - Program Support and Management (SOW 4.2); cross-task analytical support as required. This position is based in DC Metro Area; On-site Washington Navy Yard and requires an active SECRET security clearance.
Essential Duties and Responsibilities
- Collect, review, and analyze information in order to make senior level recommendations to the Government based on subject matter expertise.
- Define the nature and extent of complex problems.
- Analyze relevant data, which may include budget information, technical information, human resources, program management, or program development.
- Observe operations and develop solutions to problems.
- While preparing recommendations, understanding the nature of the organization, the relationship it has with others in the Government, and its internal organization and culture.
- Report findings and recommendations to the Government including Program Managers, Directors and executive level officials.
- Reports are usually submitted in writing, but oral presentations regarding findings also are common.
- For some projects, management analysts will help implement the suggestions they have made.
- Senior Analysts will lead teams of people in the support provided to the government.
Required Qualifications
- Education: Bachelor's or Advanced Degree in a business or technical field
- Minimum Relevant Experience: >15 years
- Required Specialized Experience: Supervisory experience; experience communicating with SES/Flag level personnel. Demonstrated ability to manage the type of contract in an efficient and cost-effective manner. 15 or more years experience in engineering/science management, operations research analysis or financial/cost analysis. Significant experience in U.S. Navy programs or operations.
- Active SECRET security clearance.
- U.S. Citizenship required.
