Financial Management Analyst to join our team supporting the Department of Energy in Washington, DC.

Location: Onsite at DOE Headquarters | 1000 Independence Ave SW, Washington, DC 20585

Salary range: $115K-$125K depending on experience

Clearance: Ability to obtain and maintain required government credentials

Position Overview

BCS Allegient is seeking a highly organized and analytical Financial Management Analyst to support mission-critical activities for the Department of Energy's Office of Clean Energy Demonstrations (OCED). This position provides essential budget, financial, operational, and administrative support to the Chief Operations Officer, Federal Project Managers, Financial Analysts, and Program Administrators in a dynamic and fast-paced environment.

The ideal candidate will bring practical experience in Federal budget lifecycle management and possess a strong understanding of budget formulation, execution, internal controls, financial reporting, and performance management processes. This role requires a proactive professional who can effectively manage competing priorities, work collaboratively with interdisciplinary teams, and maintain exceptional attention to detail while supporting program and project objectives.

Key Responsibilities
  • Support Federal budget lifecycle activities, including budget formulation, Congressional budget justification processes, budget execution, internal controls, and financial reporting requirements.
  • Track and monitor funding, expenditures, commitments, and obligations to support sound financial management and decision-making.
  • Maintain and analyze financial data to support program performance reporting and budget oversight activities.
  • Provide expertise and support in resolving complex accounting issues, ensuring adherence to federal accounting standards and DOE regulations. Includes, but is not limited to, accrual analysis, deferrals, and discrepancy reconciliation.
  • Provide advice and guidance on appropriations law, ensuring all budge formulation and execution activities comply with statutory requirements and regulations.
  • Develop, document, and maintain budget, operational, and internal control processes and procedures.
  • Prepare summaries, trackers, status reports, and other business management products for leadership and program staff.
  • Track deadlines and deliverables in accordance with the client's business calendar and reporting requirements.
  • Maintain organized records, files, and documentation in compliance with program policies and requirements.
  • Provide cost tracking, project documentation tracking, data validation, and project review support throughout various stages of program and project lifecycles.
  • Assist with project and program oversight activities, including administrative and operational support functions.
  • Support data collection, analysis, and reporting efforts using business intelligence, financial management, and data visualization tools.
  • Collaborate with interdisciplinary teams and external stakeholders to ensure timely execution of budget and operational priorities.
  • Create and maintain documentation, workflows, and process improvements that support overall project management and organizational objectives.


Job Requirements

  • Bachelor's degree in Business Administration, Finance, Accounting, Public Administration, Economics, or a related field with at least 7 years of relevant experience.
  • Demonstrated experience supporting Federal budget planning, execution, tracking, and reporting activities.
  • Knowledge of Federal budgeting principles, budget accounting structures, and appropriations management.
  • Experience preparing financial reports, budget trackers, and management reporting products.
  • Understanding of internal controls, financial management protocols, and Federal reporting requirements.
  • Proficiency with Microsoft Office Suite, particularly Excel, PowerPoint, and Word.
  • Strong organizational, analytical, and problem-solving skills.
  • Exceptional attention to detail with the ability to manage large datasets and multiple priorities simultaneously.
  • Excellent written and verbal communication skills.
  • Ability to work independently, take initiative, and perform effectively in a flexible, client-focused environment.

Preferred Qualifications
  • Experience supporting Department of Energy (DOE) programs or other Federal agencies.
  • Familiarity with Federal financial management systems, business intelligence platforms, and data analytics tools.
  • Experience developing standard operating procedures, process documentation, and workflow improvements.
  • Knowledge of project management principles and program performance reporting.
