Airport Principal Engineer
Department: Community and Economic Development
Division: Airport
Pay Grade: GRADE 170: $90,010.70 - $130,515.52 Annual Salary. Depending on qualifications.
FLSA Status: Non-Exempt, Merit, Full -Time, Eligible for Benefits

GENERAL PURPOSE
To organize, manage and administer various engineering functions including the research, survey, design,
permitting and construction inspection of site/subdivision development and capital projects; and to provide highly
responsible staff assistance to the Airport Director and the City Engineer. Receives directions from the Airport
Director, the City Engineer, and Executive Director of Community and Economic Development. Exercises direct
supervision over professional, technical, and clerical staff.

ESSENTIAL JOB FUNCTIONS
• Plan, manage, and oversee airport and other assigned CED capital projects from initial scoping through
design, procurement, construction, commissioning, and closeout. Manage airport projects involving
runways, taxiways, aprons, drainage, utilities, lighting, roadways, parking, terminal facilities, hangars,
support facilities, and other landside or airside improvements.
• Manage other assigned CED projects, including public facilities, redevelopment infrastructure, parking
improvements, streetscape improvements, site development, utility coordination, and related capital
improvements.
• Serve as the City's project manager or owner's representative for consultant-led design and contractorperformed construction.
• Develop and manage project scopes, budgets, schedules, cost estimates, phasing plans, procurement
schedules, and risk-management plans.
• Coordinate preparation and review of plans, specifications, bid documents, estimates, and construction
contracts.
o Administer construction contracts, including; requests for information, submittals, change orders,
pay applications, schedule updates, field directives, claims and disputes, punch lists, project
acceptance and closeout.
• Monitor contractor performance, workmanship, materials, schedules, safety, and compliance with
contract requirements.
• Conduct or coordinate field inspections and maintain project documentation, photographs, daily reports,
testing records, and contract records.
• Coordinate construction phasing and access requirements with Airport operations, tenants, security
personnel, consultants, contractors, and other affected parties.
• Ensure airport projects comply with applicable FAA, UDOT, City, security, grant, design, procurement, and
construction requirements.
• Assist with capital planning, funding strategies, grant applications, grant administration, reimbursement
documentation, and project reporting.
• Prepare reports, presentations, recommendations, and project updates for the Airport Director, Executive
Director, administration, boards, and other stakeholders.
• Coordinate required utility, stormwater, building, planning, fire, transportation, and engineering reviews
with the appropriate City departments.
• Participate in public outreach and respond to questions from tenants, property owners, businesses,
contractors, and other stakeholders concerning assigned projects.
• Promotes and follows the City's mission statement, values and expectations
• Participate in the development and implementation of goals, objectives, policies, and priorities for
assigned CED programs and services; identify resource needs; recommend and implement policies and
procedures.
• Prepare designs for street renovation or reconstruction; develop designs for sanitary sewers, storm
sewers and water mains.
• Maintain awareness of new developments in the field of contract administration; incorporate new
developments as appropriate into programs.
• Prepare statistical reports as required.
• Lead multidisciplinary project teams and coordinate the work of consultants, contractors, inspectors, testing
firms, and assigned City personnel; provide technical direction and project-related guidance.
• Identify opportunities for improving service delivery methods and procedures; review with appropriate
management staff; implement improvements.
• Participate in the development and administration of the Airport Division program budget; forecast
additional funds needed for staffing, equipment, materials and supplies in assigned areas of responsibility;
direct monitoring of and approve expenditures; recommend adjustments, as necessary.
• Review and approve site/grading plans, encroachment permits, storm water, sewer and transportation
overload permits; review and recommend approval of construction plans.
• Attendance and punctuality are essential functions of this position. Employees are required to work as a
team and frequently meet with co-workers and supervisors; employees are required to communicate inperson with the public during office hours; and employees are required to use on-site equipment.
• Participate in safety and risk management activities; take action to reduce liability to the city.
• Perform other related duties as required/assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS
• Requires three years of increasingly responsible professional civil engineering experience and three years
of project management responsibility.
• Equivalent to a bachelor's degree from an accredited college or university with major course work in civil
engineering or a related field or other combination of education and experience that demonstrates the
required capabilities.
• Possession of an appropriate valid Utah Professional Engineer's license (P.E.) is desired but not required at
the time of hire. Must be able to obtain a P.E. within one year of hire. If a P.E. has not been obtained,
recognition as an Engineer in Training (E.I.T.) in the State of Utah is required.

SPECIAL REQUIREMENTS
• Possession of, or ability to obtain, a valid Utah driver's license within 180 days of hire.
• Employees will be required to complete NIMS IS100, IS200, ICS300, ICS400, IS700, IS800, IS801 and IS803
