The Opportunity:

Lead Agile project execution while providing direct support to program operations, performance management, and business analysis functions for Department of Defense mission requirements. As an Agile Project Manager, you will:

  • Manage the overall performance, execution, and completion of projects, tasks, or delivery orders from initiation through closeout
  • Apply Agile project management principles-including iterative planning, sprint execution, and continuous stakeholder collaboration-to enable rapid adaptation to evolving priorities
  • Support program operations by identifying and facilitating resolution of operational issues and serving as a liaison between technical and functional areas
  • Conduct business process analysis, performance metrics development, and continuous improvement initiatives to enhance program efficiency and effectiveness
  • Manage one or more activities, control accounts, or tasks within a broader project/program, reporting to the program manager chain of command
  • Track cost, schedule, and technical performance while proactively identifying and resolving risks and issues


Responsibilities:

  • Apply Agile, Scrum, or Kanban methodologies to plan, execute, and continuously refine project deliverables in an iterative development environment
  • Facilitate Agile ceremonies including sprint planning, daily stand-ups, sprint reviews, and retrospectives to maintain team alignment and momentum
  • Develop and maintain Integrated Master Schedules (IMS), resource-loaded work plans, and risk registers to track program execution
  • Support program business and functional operations, acting as a liaison between technical teams, functional areas, and program leadership
  • Conduct research and analysis of business practices, perform cost/benefit analyses, and implement process improvements to enhance organizational performance
  • Develop and monitor performance metrics, quality checkpoints, and dashboards that measure execution against Quality Assurance Surveillance Plan (QASP) and Performance Requirements Summary (PRS) standards
  • Design and implement communication strategies and plans to support organizational change and stakeholder alignment
  • Support recurring Program Management Reviews (PMRs), status reporting, and continuous process improvement activities
  • Manage action item tracking, meeting minutes, risk registers, and configuration management activities using collaborative tools such as Jira and integrated program portals
  • Coordinate with technical leads, subcontractors, and support personnel to ensure successful task execution within scope, schedule, and budget constraints
  • Support transition planning, strategic plan development, and business process documentation for program initiatives
  • Influence policies, practices, and procedures both within and outside the immediate project team
  • Ensure organizational policies, practices, and procedures are understood and consistently followed by the project team
  • Serve as a key point of contact between the project team, program leadership, and government stakeholders


Qualifications:

Required:

  • Active Secret security clearance (required)
  • Bachelor's degree (BA/BS) in a Technical or Managerial discipline, or equivalent experience
  • 10+ years of related professional experience in program/project management, business analysis, or program operations support
  • Demonstrated experience applying Agile project management methodologies (Scrum, Kanban, or SAFe) in a professional environment
  • Experience managing project execution, including scope, schedule, and budget oversight
  • Strong analytical skills with experience conducting business process analysis, cost/benefit analyses, and performance metrics development
  • Experience developing and implementing communication strategies and organizational change plans
  • Strong understanding of program operations support, including liaising between technical and functional areas
  • Demonstrated ability to influence stakeholders outside the immediate project team regarding policies, practices, and procedures
  • Excellent written and verbal communication skills, with experience briefing leadership and stakeholders
  • Experience managing the ongoing performance of a project after production or delivery
  • Ability to establish tactical and operational plans and manage multiple concurrent priorities


Desired:

  • Certified ScrumMaster (CSM), PMI-ACP (Agile Certified Practitioner), or SAFe Agilist certification
  • Project Management Professional (PMP) certification or equivalent
  • Experience supporting DoD or Intelligence Community programs
  • Familiarity with Earned Value Management (EVM) and Integrated Master Schedule (IMS) tools
  • Experience with program/project management and collaboration tools such as Jira, MS Project, or Confluence
  • Experience managing subcontractor performance and teaming relationships
  • Familiarity with government contracting processes, CDRLs, and deliverable management
  • Knowledge of risk management, quality assurance, and continuous improvement processes
  • Experience developing transition plans, strategic plans, or organizational change management strategies
  • Previous experience supporting government program offices or defense contractors
  • Experience managing geographically distributed or matrixed teams
  • Familiarity with DevSecOps and iterative software delivery pipelines in support of Agile program execution
