The Global Facilities Delivery (GFD) Organization, part of Corporate Engineering, delivers new and renovated capital assets around the world. Our mission is accomplished through a highly leveraged organization of design, construction and qualification contractors.

Many of the assets delivered focus on manufacturing of medical innovations and delivering innovative solutions to patients. Some of the assets delivered support an expansion in supply of existing medicines.

Role Summary

The Advisor, Project Controls Engineer is the central steward for project controls functions within Global Facilities Delivery (GFD). This role ensures best-in-class practices in budgeting, cost control, earned value management, change and risk management, forecasting, and planning. The Project Controls Engineer provides strategic governance, leadership, and mentorship to project controls teams across a diverse portfolio of capital projects, with a strong focus on cost management and business value. The incumbent drives continuous improvement, compliance, and capability development, enabling successful project delivery and organizational growth.

Key Responsibilities
  • Serve as the enterprise Process Owner for Project Controls, establishing and maintaining the governance framework, standards, methodologies, and performance expectations across the capital portfolio.
  • Own and continuously improve Project Controls processes and procedures covering budget and cost management, forecasting, change management, risk management, progress measurement, performance management, and project reporting.
  • Author, maintain, and govern Project Controls standards, SOPs, work instructions, playbooks, templates, and guidance documents to ensure consistency and compliance across all projects.
  • Establish and execute Project Controls assurance and governance programs, including process reviews, maturity assessments, compliance evaluations, and corrective action management.
  • Monitor adoption and effectiveness of Project Controls processes, identifying gaps, trends, and opportunities for improvement across the portfolio.
  • Provide subject matter expertise and strategic guidance to project teams, functional stakeholders, and service providers on Project Controls methodologies, systems, and best practices.
  • Define enterprise requirements for Project Controls systems, tools, and digital capabilities, supporting implementation, optimization, and continuous improvement initiatives.
  • Lead capability-building initiatives for the Project Controls community, including training, mentoring, coaching, and development of functional competencies.
  • Partner with Finance, Procurement, Engineering, and Project Delivery stakeholders to ensure alignment of Project Controls processes with corporate policies, governance requirements, and business objectives.
  • Drive innovation and continuous improvement within Project Controls, evaluating industry best practices, emerging technologies, and process enhancements to improve portfolio performance and decision-making.
  • Support enterprise decision-making through portfolio-level analysis and insights, providing data-driven recommendations on cost, risk, change, forecasting, and performance trends.


Minimum Qualifications
  • Bachelor's degree in business management, finance, engineering, construction, or related field, or equivalent experience.
  • At least 8 years of experience in project control, quantity surveying, or similar field.

Preferred Qualifications
  • Professional certification from a project control body such as RICS, AACE, or PMI.
  • Proficiency with project management and estimating systems (e.g., SAP, Sage Timberline, Oracle Unifier, Primavera P6, Primavera Risk).
  • Advanced understanding of financial concepts and estimating, cost management theory (e.g. TCM), project change and risk management, project planning and scheduling, and work/cost breakdown structures.
  • Capacity to achieve results and influence people.
  • Strong analytical and numerical skills.
  • Effective communication skills, both written and verbal.
  • Self-disciplined, motivated, and able to work with limited supervision.
  • Excellent problem-solving skills and innovative thinking.

  • Travel required up to 25%


Actual compensation will depend on a candidate's education, experience, skills, and geographic location. The anticipated wage for this position is
$130,500 - $211,200

Full-time equivalent employees also will be eligible for a company bonus (depending, in part, on company and individual performance).
