Hours: Full-Time Position - 35 Hours Work Location: 30-30 Thomson Avenue, LIC, NY 11101 Only candidates who are permanent in the Administrative Staff Analyst or those who are reachable on the open-competitive list (exam #9058) may apply. If you do not meet the previously mentioned civil service criteria, you will not be considered for an interview. The Department of Design and Construction (DDC) is seeking an experienced budget and finance professional to serve as Senior Advisor, IFA Strategy & Budget Operations. Reporting to the Executive Deputy Commissioner of Administration, the Senior Advisor will provide strategic counsel across the entire Finance Department spanning Capital Payments & Budget and Expense Budgets & Accounts Payable with a primary focus on DDC's Interfund Agreement (IFA) program, including its revenue performance, staffing structure, and funding model. Responsibilities IFA Revenue Strategy: Lead strategy and execution to maximize IFA revenue recovery, including oversight of billed-hour collection, fringe benefit credit capture, and eligibility of project work for IFA funding. -Direct/Indirect Staffing Strategy: Own DDC's strategy for direct-to-indirect (CAP/ADM) staffing composition, working closely with HRSD and division leadership on hiring priorities, role classification decisions, and retention of direct billing staff to meet agency and OMB staffing targets. -Workload-Based Funding Model: Develop and maintain a data-driven, workload-based analysis that ties staffing and funding requests to project volume and effort, supporting agency headcount and budget submissions to OMB. -Process & Systems Improvement: Lead ongoing improvement of IFA tracking and billing processes, including project-level cost allocation methodology, budget code management, and system tools that support accurate and timely billing. -Revenue & Receivables Oversight: Oversee resolution of outstanding revenue items outside core IFA billing, such as utility reimbursements and other claims, ensuring adequate staffing and process to manage them effectively. -Broader Budget Department Advisory: Provide strategic input to Finance Department leadership on budget operations beyond IFA as needed, supporting the EDC of Administration's overall fiscal strategy. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
