POSITION SUMMARY:

The Advisor, Integrated Service Delivery (ISD) isan HQ-based technical role within Project HOPE's Technical Unit, reporting tothe Senior Advisor, Infectious Diseases. The Advisor provides technicalleadership on the design, implementation, monitoring, quality assurance andscale up of efficient and effective integrated health service delivery modelsat the health facility and community levels. The position will initially focus onthe integration of HIV and maternal, newborn, and child health (MNCH) services with specific focus on triple elimination ofHIV, syphilis, and hepatitis B, including high-quality prevention ofmother-to-child transmission of HIV (PMTCT) and compressive pediatric andadolescent HIV prevention, care and treatment services-. Building on thisinitial portfolio, the Advisor will support the progressive expansion ofProject HOPE's integrated service-delivery approach to additional priorityhealth services and primary health care platforms, based on country needs,organizational strategy, emerging evidence, and funding opportunities.

The Advisor will initially support current and emergingdonor-funded activities in Ethiopia, Malawi, Namibia and Ghana. Working closelywith the Senior Advisor, Infectious Disease; Senior Advisor, RMNCH; monitoring,evaluation, and learning colleagues; and country teams, the Advisor will ensurethat integrated service delivery models are evidence-informed, person-centered,operationally feasible, and aligned to national health strategies and donorpriorities.

PRINCIPAL RESPONSIBILITIES:

Technical Strategy and Integrated ServiceDesign

Strengthen and continuously evolve Project HOPE's technical approach to integrated service delivery at the health facility and community levels. The initial focus will be on integrated HIV and MNCH service delivery, including triple elimination of mother-to-child (eMTCT) of HIV, syphilis, and hepatitis B, with subsequent expansion to other priority services and primary health care platforms as organizational and country portfolios evolve.
Provide technical leadership for the triple eMTCT of HIV, syphilis, and hepatitis B virus and for comprehensive pediatric and adolescent HIV prevention, testing, treatment, care, and support. Priority areas include:
HIV, syphilis, and hepatitis B testing during antenatal care
Repeat HIV testing during pregnancy and breastfeeding in accordance with national guidelines

Linkage to HIV prevention services, including PrEP for pregnant and breastfeeding women (PBFW) with substantial ongoing HIV risk
Timely ART initiation for PBFW diagnosed with HIV
Hepatitis B surface antigen testing, appropriate maternal clinical management, hepatitis B birth-dose vaccination, and completion of the infant vaccination series
Use of nationally approved integrated testing approaches, including dual HIV/syphilis testing and triple-testing products where available
Early infant diagnosis (EID) and mother-baby-pair cohort tracking
Pediatric and adolescent HIV case identification, linkage, and continuity of care
Age-appropriate differentiated service-delivery and peer-support models, including Operation Triple Zero (OTZ)/similar
Coordinated referrals and OVC case management.
Provide technical guidance on the integration of services across ANC, labor and delivery, postnatal care, immunization, under-five, adolescent health, and community platforms, ensuring coordinated, person-centered care consistent with PEPFAR, WHO, and relevant donor requirements.
Develop and maintain Project HOPE's global technical position on integrated service delivery, drawing on global evidence, PEPFAR guidance, WHO recommendations, and country-specific epidemiological profiles across the portfolio.
Provide technical input into Project HOPE's integrated care models, including the Diagonal Investment Approach, ensuring coherence between disease-specific and systems-level interventions across all program contexts.
Stay current on emerging evidence, technical guidance, and innovations related to HIV/AIDS including triple eMTCT, pediatric and adolescent HIV prevention, care and treatment services , and integrated primary health care, and disseminate guidance and innovations to country teams and TU colleagues globally.

Program Technical Support and QualityAssurance

Serve as HQ technical lead for integrated service delivery components across Project HOPE's portfolio, with initial focus on Ethiopia, Ghana, Malawi and Namibia, providing ongoing technical guidance, quality assurance, and direct support across triple eMTCT, pediatric and adolescent HIV, OVC, and MCH integration functions.
Provide technical backstop on specific clinical and programmatic functions including viral load monitoring and enhanced adherence counseling; pediatric case-finding through index testing and PITC; EID sample referral and turnaround time optimization; and risk-stratified differentiated service delivery models for pregnant women, children, and adolescents on ART.
Review and provide technical input on country workplans, technical reports, cascade monitoring data, and program designs to ensure quality and alignment with best practices, PEPFAR standards, and donor requirements.
Provide technical mentorship to country-based clinical and program staff on integrated service delivery, clinical mentorship models, low-dose high-frequency training, and continuous quality improvement.
Conduct field visits to priority countries to support program implementation, conduct technical assessments, and provide hands-on mentorship.
Collaborate with MEL advisors to develop appropriate service integration indicators, data collection tools, and reporting frameworks aligned to PEPFAR, donor, and national M&E systems.
Support the development and adaptation of clinical protocols, job aids, training materials, and standard operating procedures for integrated service delivery across Project HOPE program countries.
Contribute technical input to quarterly and annual program reports, milestone verification documentation, and donor communications.

Program Development

Contribute technical sections to proposals, concept notes, and Statements of Interest across Project HOPE's global portfolio spanning DoS/GHSD and other integrated health funding mechanisms and geographies.
Support the Program Development Unit in identifying and pursuing funding opportunities aligned to Project HOPE's integrated service delivery technical approach across all regions.
Contribute to development of technical capacity statements, past performance references, and program development assets that position Project HOPE as a leader in integrated service delivery globally.
Engage with peer organizations, academic institutions, and global technical networks to identify partnership opportunities that strengthen Project HOPE's integrated service delivery portfolio.

Knowledge Management and OrganizationalLearning

Contribute to the development and periodic review of Project HOPE's global integrated service delivery technical framework, ensuring it reflects current evidence, emerging best practices, and lessons learned across country programs.
Document and disseminate lessons learned, best practices, and technical innovations from Project HOPE's service integration programming to inform organizational learning and program improvement.
Develop technical products including guidance notes, program briefs, training materials, and conference abstracts that advance Project HOPE's visibility and thought leadership in integrated service delivery.
Contribute to cross-TU working groups and internal communities of practice on HIV, MNCH, and integrated primary health care, fostering coherence and learning across program areas.
Represent Project HOPE in relevant external technical working groups, conferences, and forums related to HIV/MNCH integration and primary health care.

MINIMUM QUALIFICATIONS:
Master's degree in public health, global health, nursing, medicine, or a related clinical or public health field; clinical qualification (MD, RN, or equivalent) strongly preferred.
Minimum 5 years of experience in international health programs with demonstrated focus on HIV/AIDS, MNCH, or integrated service delivery, including at least 2 years of direct implementation experience in Sub-Saharan Africa.
Strong technical knowledge of HIV care and treatment, with demonstrated expertise in at least three of the following: triple elimination (HIV, syphilis, hepatitis B) including PMTCT; pediatric HIV case identification, EID, and ART, adolescent HIV and OVC programming; MCH platform integration; viral load monitoring and differentiated service delivery models.
Experience with PEPFAR-funded programs and familiarity with DoS/GHSD programming priorities strongly preferred.
Experience working in Sub-Saharan African contexts preferred.
Demonstrated ability to provide remote and in-person technical assistance to country teams, including clinical mentorship and supportive supervision.
Strong interpersonal, communication, and writing skills, ability to synthesize technical content for diverse audiences including donors, government counterparts, and program staff.
Ability and willingness to travel internationally up to 30% of time, including to hardship-classified locations.
