DESCRIPTION OF DUTIES:

Advisor, Evaluation (P4)

Drive evidence-based decision-making and strengthen organizational performance across PAHO. This role provides strategic leadership to advance evaluation practices, foster learning, and enhance accountability throughout the Organization.

SUMMARY OF RESPONSIBILITIES

Under the leadership, guidance, and direct supervision of the Director, PBE, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

Lead the development and implementation of evaluation policies, guidelines, and workplans aligned with organizational priorities and Governing Bodies’ decisions.

Provide expert guidance on the design, execution, and reporting of evaluation activities, ensuring adherence to international standards and methodologies.

Strengthen Results-Based Management (RBM) by integrating evaluation into planning, budgeting, and performance monitoring processes.

Develop and implement systems, tools, and frameworks to enhance evaluation quality, track recommendations, and ensure follow-up on evaluation findings.

Promote organizational learning through capacity-building initiatives, knowledge management, and dissemination of lessons learned.

Foster collaboration with internal and external partners, including WHO and international evaluation networks, while providing leadership, guidance, and support to teams across the Organization.

EDUCATION

A bachelor’s degree in evaluation methods and management, health, or social science, and a master’s degree in business administration, management, or another discipline relevant to the functions of the post, from a recognized institution.

EXPERIENCE

Nine years of progressively responsible professional experience, at national and international levels, in the field of evaluation within the social sectors, including experience in consulting and/or managing projects related to organizational performance, budget, and business process review, systems development or enhancement, and project or program design and implementation. This should include at least two years of experience working at the corporate level.

LANGUAGES

Fluency in English or Spanish with working knowledge of the other language.

IT SKILLS

Demonstrated ability to effectively leverage current and emerging technologies, including Enterprise Resource Planning (ERP) systems, to support evaluation processes and organizational performance. Advanced proficiency in standard IT tools (e.g., Excel, Word, PowerPoint, Outlook, Teams, OneDrive, SharePoint) is required. Knowledge of emerging technologies, including the application of artificial intelligence (AI) in evaluation, is highly desirable.
