Business Analyst - FE Pennsylvania Operations

About the Opportunity

The Business Analyst provides critical analytical, technical, and operational support to the FE PA operations team to identify opportunities for improvement in resource management, finance, reliability, and safety performance during both normal operations and major restoration events.

The selected candidate may be offered a position within the same job family at a commensurate level with qualifications, skills, and experience.
Responsibilities Include:
Technical Leadership & Application Support
  • Serve as a technical and analytical lead supporting FE PA Operations leadership.
  • Support development, configuration, and ongoing enhancement of critical operations processes and applications.
  • Support communication across business units regarding project needs for applications managed by operations.
  • Be or become proficient in various applications, software, analysis packages, and visualization tools including iTOA, Microsoft Power Platform, Power BI and Office Suite.
  • Provide off-hours and storm support as required, including nights, weekends, and holidays.
Reporting, Analytics & Business Intelligence
  • Design, develop, and maintain operational dashboards, reports, and performance metrics.
  • Produce ad-hoc analytics and technical summaries to support leadership decision-making.
  • Standardize reporting across FE PA Operations to ensure consistency and transparency.
  • Mine and analyze data across multiple systems using query and reporting tools.
  • Support business intelligence by assisting in the design, testing, and debugging of Power Platform applications including Power BI dashboards and reports.
  • Formulate and monitor policies, procedures, and standards related to databases and data governance.
  • Define data requirements, maintenance procedures, and operational guidelines.
  • Ensure accuracy, completeness, and integrity of operational data.
  • Maintain internal controls, security standards, and documentation necessary for audit and regulatory readiness.
  • Monitor and enforce data standards, policies, and procedures.
  • Collaborate with business units to implement enhancements that improve application performance and reliability.
  • Prepare technical reports and summaries (including ad hoc requests) and present findings as needed.
  • Develop tools, templates, and communication methods.
Process Development & Continuous Improvement
  • Identify inefficiencies and recommend data-driven process improvements.
  • Develop process improvements for moderately complex work processes and/or projects.
  • Develop process mapping and guidance for business processes.
  • Support automation initiatives and benefit-realization tracking.
Operational and Storm Support
  • Maintain operational records, SharePoint sites, and related databases.
  • Compile and analyze operational and performance statistics for routine and event-driven reporting.
  • Provide analytical and reporting support during storm response and major events.


Qualifications
Associate / Business Analyst Level
  • Two- or four-year degree in Engineering, Business Administration/Management, Information Systems, Information Science, or related discipline preferred.
  • Minimum of 2 years of related experience (or 4 years in lieu of degree). Relevant experience includes development, configuration, management, or operation of applications and programs with an understanding of the relevant subject matter.
  • Experience with any or all the following internal and external applications:
    • Energy Delivery Outage Application (EDOA) / integrated Tools for Operations Application (iTOA)
    • System Outage Request (SOR) application
    • Fault Analysis Lightning Location System (FALLS)
    • Regulatory Authorization Access Database (RAAD)
    • Empower
    • Microsoft Office Suite (Excel, PowerPoint, Visio, Word)
    • Microsoft Power Platform (Power BI, Power Automate, Power Apps)
  • Experience developing, testing, and maintaining Power BI dashboards and reporting solutions.
  • Experience deploying data sources and reports in the Power BI cloud service, including performing advanced calculations and data transformations.
  • Working knowledge of database structures, joins, and data relationships.
  • Ability to evaluate, map, and synthesize data from diverse sources.
  • Experience with SQL, DAX, Power Query M, and workflow automation tools (Power Automate or similar).

Advanced Business Analyst Level includes all the Associate/Business Analyst qualifications above, plus:
  • Four-year degree in Engineering, Business Administration/Management, Information Science, Information Systems, or related discipline, with a minimum of 8 years of related work experience required. An advanced degree or professional certification is preferred.
  • In lieu of a degree, 10 years of related experience will be required. Relevant experience includes database and application management, and an in-depth understanding of the relevant subject matter.
  • Demonstrated full competence and proficiency in all core responsibilities of the role.
  • Ability to manage, develop, and/or provide oversight of diverse projects, processes, or programs.
  • Ability to conduct research, perform analysis, and use insights to develop and implement solutions.
  • Recognized as a strong team contributor with effective interpersonal and teamwork skills.
  • Strong leadership, organizational, and communication skills (both verbal and written).
  • Demonstrated ability to analyze complex problems and use sound judgment in decision-making.

Senior / Staff Business Analyst Level include all of the above, plus:
  • Four-year degree in Engineering, Business Administration/Management, Information Science, Information Systems, or related discipline is preferred with a minimum of 12 years of related work experience required.
  • In lieu of a degree, 14 years of related work experience is required. Relevant experience includes database and application management, participation in project leadership activities, preparing presentations and facilitating outcomes. Experience must include an advanced understanding of the subject matter.
  • Demonstrates a high level of job knowledge and technical expertise.
  • Independently manages, develops, and/or oversees complex and diverse projects, processes, or programs.
  • Performs in-depth, strategic research and analysis to develop recommendations and drive solutions.
  • Recognized as a subject matter expert and "go-to" resource within the team or department.
  • Strong leadership and organizational skills with the ability to guide others and influence outcomes.
  • Exceptional analytical skills with the ability to address highly complex problems with sound judgment.
