Overview of Duties

The United States Court of Appeals for the Sixth Circuit is seeking a detail-oriented and service-focused Administrative Services Manager to join our team. The Administrative Services Manager performs professional and supervisory work related to multiple functions, such as finance, budget, procurement, property management, and administrative services for multiple court units. The major responsibilities and duties of this position are to:
  • Perform and manage accounting, financial, budget, procurement, property and other administration functions of multiple court units ensuring compliance with guidelines, policies, procedures, regulations, and internal controls. Prepare financial, budget, and personnel reports and financial statements.
  • Develop, maintain, and monitor a system of internal controls. Maintain files and documents for financial and applicable administrative activities.
  • Oversee daily operations of administrative services activities and mail, intake and records, including supervise, develop, train, and mentor staff on policies, procedures, and internal controls. Manage, delegate, and prioritize workload; implement staff procedures; conduct staff meetings; and identify issues and resolve disputes.
  • Establish and monitor programs which implement change management and quality control techniques. Organize and monitor work processes to optimize time and resources. Recommend improvements in financial management and other administrative services. Collaborate and develop or customize programs/systems for financial, budget, procurement transactions and recordkeeping. Initiate and maintain comprehensive training programs for the court units.
  • Participate in strategic planning process and monitor initiatives. Lead projects throughout the life cycle of project management. Serve as liaison with counterparts in circuit court and all district court units, the Administrative Office, and GSA.
  • Maintain applicable certifications by completing continuing education requirements.
  • Communicate and respond to requests from upper management. Explain complex budgetary and financial concepts to individuals and groups with varying experience and backgrounds. Interact effectively with the public, vendors, and staff, providing excellent customer service and resolving difficulties while complying with regulations, rules, and procedures. Discuss complex and sensitive matters with judges, unit executives, managers, and court staff, while maintaining confidentiality.
Qualifications
  • Required: Five years of experience in financial administration or office management. Bachelor's degree in business or related field. Knowledge of budget processes; accounting practices and procedures; procurement-related functions; and internal financial controls. Ability to obtain federal certifications. Project management experience involving complex projects. Ability to work under pressure and within the constraints of conflicting deadlines. Proactive, problem-solving approach. Strong communication, interpersonal, presentation, and organizational skills and the ability to work in a team-based environment. Demonstrated experience with financial systems, MS Office products, and other related software applications.
  • Preferred: Managerial or supervisory experience. Related experience in a court, government agency, or equivalent environment.

Conditions of Employment

The selected candidate is provisionally hired pending results of background investigation and fingerprinting. This position is subject to updated background investigations every five years.
