About this Job
The Mission of ELMHS is to provide mental health evaluation, treatment, habilitation and consultation for adults. Programs include inpatient interventions, jail based evaluations, supervised group home and residential programs, forensic evaluation, care, custody, and aftercare; intermediate and long term psychiatric are in coordination with the total system of care in Louisiana

Minimum Qualifications
Eight years of experience in administrative services; OR

Six years of full-time work experience in any field plus five years of experience in administrative services; OR

A bachelor's degree plus five years of experience in administrative services; OR

An advanced degree plus four years of experience in administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:

In this role, you will:
  • Indirectly supervises approximately one-hundred (100) positions located at all ELMHS campuses and in the various sub departments and work units under Environmental Services
  • Develops hospital policies and procedures for the environmental services division and develops policies and procedures to effect a safe and therapeutic environment of care
  • Reviews and assesses the organization and operational procedures within the Environmental Services Division with authority to recommend revisions to maximize efficiency and effectiveness of operations.
  • Directs the operations for all maintenance and construction programs.
  • Responsible for arranging, contracting, and supervising garbage pickup on two campuses.
  • Responsible for arranging, contracting, and supervising the pest control at two locations/ campuses.
  • Directs the operations of custodial and laundry services at the two Jackson campuses.
  • Directs the supervision of collection and distribution of System mail for two separate campuses, ensuring that mail is adequately and appropriately handled for approximately 1300 employees and over 700 clients and that all state and federal guidelines regarding proper processing of mail are adhered to.
  • Directs and monitors the daily operation of the information services department. This is inclusive of server uptime, special programming projects and ensures the flow of information throughout the system.
  • Responsible for the coordination of emergency services, evacuations, incident management as listed within the National Response Framework, specifically the NIMS structure.
  • Assigns and maintains the National Incident Management System (NIMS) for the hospital in accordance with the Governor's Office of Homeland Security and the local Emergency Operations Center in East Feliciana and Baton Rouge.
  • Responsible for ensuring compliance with Joint Commission Environment of Care (EOC) Standards; Emergency Management Standards; Life Safety Code, and all other local, state and federal safety requirements by establishing, coordinating and monitoring the safety program and by preparing/maintaining reports and adequate record keeping.
  • Directs and supervises the operations of the System/Area "B" liaison with the Office of Risk Management, which is responsible for organizational casualty and property insurance, vehicle insurance, and general liability insurance claims
  • Responsible for the smooth operation of the Emergency Response Team located on the Jackson Campus.
  • Directs the record keeping according to Fire Marshal, TJC, and Office of Risk Management standards. Records are maintained in the Safety Office.
  • Responsible for maintaining and ensuring compliance with the Housing Policy/Procedure record keeping processes paperwork for housing requests and maintaining all records, coordinating service needs with maintenance, housekeeping and property control staff.
  • Approves leave time and attendance, etc. Plans and rates performance evaluations for subordinates.
