Not to Exceed (NTE): This position will be filled by detail or through temporary promotion. Incumbent selected for this position will be returned to his/her former position or other comparable grade or location after the assignment is completed. If this position is filled through temporary promotion, the selection may be made permanent without further competition. Temporary promotion may be terminated at any time at the discretion of management.

Additional selections may be made from this announcement to fill positions within the same division when the position includes substantially the same duties, responsibilities, and qualifications.
KEY REQUIREMENTS
  • Must be a current, permanent FBI employees assigned to the New York City Field Office
  • Must be able to obtain an SCI clearance
  • Some travel may be required

MAJOR DUTIES
  • Identifies new methods and techniques to improve administrative workflow and researches potential new administrative systems to enhance work products and accomplishment of work tasks.
  • Provides highly technical, managerial consultation in a number of organizational areas related to professional support services.
  • Conducts studies and performs analytical and evaluative work associated with all program activities including finance, space, procurement, human resources, employee development, workload improvement studies, records/files, etc.
  • Provides advice to management and program personnel on budgetary and financial issues which impact critical programs subject to frequent redirection.
  • Plans, organizes, and directs the overall administrative operations, methods, and procedures for implementing changes to ensure efficient and effective services are provided.

Specialized Experience (SE)
GS-13: Applicant must possess at least one (1) year of SE equivalent to the GS-12 grade level. SE is defined as follows:
  • Identified new methods and techniques that improve administrative operations for an organization.
  • Conducted studies and performed analytical and evaluative work in numerous areas such as finance, space, procurement, human resources, etc.
  • Provided advice to management on budgetary and financial issues that impacted critical programs.
In addition to the above, the applicant must possess supervisory experience.
GS-14: Applicant must possess at least one (1) year of SE equivalent to the GS-13 grade level. SE is defined as follows:
  • Identified new methods and techniques that improve administrative operations for an organization.
  • Provided highly technical consultation in a variety of organizational areas regarding professional support services.
  • Conducted studies and performed analytical work in areas such as finance, space, procurement, human resources, etc.
  • Provided advice to management of budgetary and financial issues that impacted critical programs.
In addition to the above, the applicant must possess supervisory experience.
Education
Education cannot be substitued at the GS-13 or GS-14 levels.

  • The selectee will be required to serve a one-year probationary period for initial assignment to a supervisory position.
  • Required Leadership Training: All FBI supervisors promoted after January 2022 are required to attend and complete the Training Division's Supervisor Essentials Program within 365 days from initial assignment into a supervisory position. Supervisors will need to complete both the "Mentoring and Coaching" and "Performance Appraisals" courses as part of the Supervisor Essentials program. The Supervisor Essentials course is a pre-requisite for the new Leading People (Virtual) and face-to-face version (VLP) that will be offered beginning the 2nd Quarter of 2022.
  • Limited Movement: Policy has been implemented wherein support employees entering a position may be precluded from moving to another position within the Bureau through reassignment or change to a lower grade for a minimum of 12 months. HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated due to an organizational restructuring initiative, so those employees can compete for a position elsewhere. Voluntarily leaving a position with a relocation incentive may result in loss of that incentive. Please notate that you have received an official notification letter within your application.
  • Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded.
