Description
Hennepin County's Transportation Project Delivery (TPD) department is seeking a Senior Administrative Manager to direct administrative functions for the department. In this position, you will provide leadership to the administrative division, serve as a liaison to other departments and lines of business, and play a key role in managing multiple priorities for the TPD department.

The TPD department administers functions associated with the county transportation system. This department plans, programs, designs and oversees the construction of a safe, effective transportation system throughout Hennepin County.

Location and hours:
This position is hybrid and will be performed both on-site at the Public Works Facility 1600 Prairie Drive, Medina, MN 55340, and remote as job duties require. There is no public transportation to this facility. Work hours will be Monday through Friday, 8 a.m. - 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

In this position, you will:
  • Manage and direct the departments Board Action Request (BAR) and Hennepin County Regional Railroad Authority (BAR) processes.
  • Oversee the department's cooperative agreement writing and management process.
  • Coordinate administrative functions and provide administrative support for department leadership.
  • Coordinate the department's legislative activities, track legislative bills/issues to get feedback from subject matter experts and communicate strategy with leadership, participate in meetings and committees, and assist in the development of federal and state platforms and lobbying contracts.
  • Coordinate administrative functions for the department, including leading a team of professional level staff.
  • Partner and collaborate across the line of business and countywide, represent the department at meetings and serve on various committees.
  • Propose and create new systems and processes to streamline work including better integration of SharePoint and other tools.
  • Act as the department Responsible Authority Designee and main Data Governance contact.
  • Serve as a hiring coordinator and intermediary with Human Resources. Coordinate efforts for talent acquisition including marketing, recruitment, and outreach.
  • Provide department leadership to advance county goals, mission, and core values.
Need to have:
  • One of the following:
    • Bachelor's degree or higher in business administration, or other field appropriate to the position and five years or more of experience in the planning and administration of organizational operations or programs.
    • Nine or more years of experience in the planning and administration of organizational operations or programs.

    • Communicate clear and concise information both verbally and in writing with a wide variety of audiences.
    • Manage conflict, identify common interests, and facilitate change.
    • Develop and recommend policy alternatives and manage projects.
    • Establish and maintain working relationships and use a collaborative approach in problem solving.
    • Facilitate conversations and situations between individuals, sometimes between individuals with competing interests or perspectives.
