Job Description

SAIC's Horizon program is seeking you, our latest Acquisition Support Specialist to provide support the U.S. Space Forces mission of delivering warfighter capability via the Space Systems Command's Space Combat Power system program office. We work from our sunny El Segundo, California office.

The Horizon program supports Government weapon systems program offices with subject matter experts that have a background with the Department of Defense major capability acquisition management. Horizon team members provide systems acquisitions and program management support on various capability development programs in the national security space and space control mission area. We manage programs throughout the full systems acquisition lifecycle to rapidly field warfighting capabilities.

Typical responsibilities include:
  • Develop acquisition strategies, request for proposals, source selection plans, engineering change proposals,
  • Review proposals, develop technical evaluations, and provide written recommendations for pre-negotiation memorandums.
  • Provide advice to Program/Project Managers regarding acquisition strategies, schedules, contracting, budgeting and execution, and project/program management and execution.
  • Prepare periodic status reports, coordinate and execute periodic staff meetings and technical interchange meetings, and develop acquisition plans, schedules, and executive program briefings.
  • Develop, draft, and coordinate overarching program planning and execution documents as prescribed by/tailored from DoDI 5000.02 / Acquisition Framework, and relevant DoD, AF, and local unit policies that pertain to rapid prototyping.
  • Provide technical and programmatic assessments of contractor design/milestone reviews to assess progress, risks and issues, and the ability to achieve mission requirements.
  • Perform contract management and oversight, track contract performance across cost, schedule and performance baselines and develop reports that quantify progress against those baseline.
  • Develop tools and trackers to enable enhanced project/program management.
  • Provide program element coordination, staffing and monitoring; advise and assist government customer regarding funding commitments, obligations, and expenditures as well as drafting and supporting delivery of program funding documentation and monthly financial reports.


Qualifications

This is you:
  • Bachelor's degree in business management or equivalent business-related discipline and 5 or more years of experience in systems acquisitions and program management and, or Contracts management within the Department of Defense.
  • Experience with the:
    • Department of Defense Major Capability Acquisition System process.
    • Joint Capabilities Integration and Development System processes and emerging Service requirements processes.
    • Planning, Programing, Budget and Execution process.
  • Ability and willingness to travel up to 10% in support of government customer requirements.
  • Must have an in-scope security background investigation (T5 or SSBI), adjudicated for SCI eligibility and enrolled in the Continuous Evaluation program (if applicable).
  • Must be willing to be nominated for access to Sensitive Compartment Information and Special Access Programs and willing to consent to a Polygraph examination.

  • Master Degree in Business Management, technical management, and/or engineering.
  • Professional certifications (e.g., PMI PMP).
  • Experience in the National Security Space and, or the Space Control mission area.
  • Experience with DoD or Intelligence Community contracting.
  • Knowledge of FAR/DFARS, Space Systems Command Contracting Mandatory Procedures and guidelines, NRO processes, EPX Studio, and ConWrite.
  • Experience with source selections and contract negotiations.
  • Experience in Special Programs contracting, including mission-unique requirements, Other Transactions and Commercial Offerings procurement, and/ or support to enterprise acquisition activities.
  • Experience using Confluence and Jira for tracking, documentation, workflow management, and collaboration.
