Job Description

This position is for an Acquisition Strategy Systems Engineer in Chantilly, VA supporting cutting-edge and innovative space programs. The Acquisition Strategy Systems Engineer is responsible for working strategically with the customer to plan and execute the procurement, development, and fielding of satellite systems while balancing technical requirements with budget constraints. The position requires familiarity with NRO organization, processes, and satellite systems.

Job Responsibilities:
  • Support acquisition documentation development (CDRLs, SOWs, MPPs, etc) that clearly define project scope and deliverables related to satellite systems.
  • Convert high-level customer needs into measurable, actionable technical requirements and concepts of operations.
  • Evaluate diverse technical designs and business approaches to guide the selection of qualified vendors.
  • Develop performance metrics to ensure measurable progress and accountability throughout the program lifecycle.
  • Monitor budgets, schedules, and developer performance to ensure technology development stays aligned with the overall strategic goals. [1]
  • Provide space communications engineering support for space systems including mesh communication architectures and direct downlink capabilities.
  • Assess different types of communications architectures.
  • Provide technical evaluation and risk assessments.
  • Guide the Government in understanding communication frequency requirements and obtaining approval for use.
  • Develop documents and briefings to communicate work or study status, briefs Government and industry as required.
  • Support Contract Officer Technical Representatives (COTRs) and Developers by coordinating with other acquisition domain SMEs and program stakeholders to develop, modify, and maintain contract documentation.
  • Review Contract Data Requirements List (CDRL) deliverables to ensure content, accuracy, and sufficiency to meet program requirements and objectives.
  • Participate in program reviews and technical interchange meetings between developers and COTR.
  • Support readiness reviews and major program reviews to evaluate ground system readiness.
  • Resolve highly complex and multi-dimensional problems requiring consideration of variables that impact multiple aspects of the project/program.


Qualifications

  • TYPICAL EDUCATION AND EXPERIENCE: Bachelors and eighteen (18) years or more experience; Masters and sixteen (16) years or more experience; PhD or JD and fifteen years or more experience.
  • Excellent interpersonal, leadership, team building and problem-solving skills with a demonstrated ability to be effective in a government/contractor team environment.
  • Experience providing systems engineering support and technical guidance in the acquisition, development, and deployment of satellite systems.
  • Ability to work in a very dynamic environment and effectively interact with numerous DOD, military/civilian personnel and industry partners.
  • Ability to facilitate technical discussions with SMEs.
  • Ability to communicate with a diverse audience of senior decision makers with varying levels of programmatic and technical expertise.
  • Effective communication, coordination, and customer engagement skills.
  • Ability to work in a fast paced, dynamic, and team environment with no supervision.
  • Active TS/SCI with current Poly Required.
  • Previous SAP experience Preferred.
  • Bachelors degree required/Master's degree preferred.
