Air Force Nuclear Weapons Center (AFNWC) is currently seeking a full-time Acquisition Program Management Specialist to work in the Intercontinental Ballistic Missile (ICBM) Systems Directorate (NI), Sentinel Systems Integration Office (NIX-SI) at Hill Air Force Base in Layton, UT.

This position (981854) is an NH-1101-03. The salary range for this position is $89,508 - $117,081 based on Value of Position (75), which includes Hill AFB locality pay (17.06%).

The primary purpose of this Acquisition Program Management Specialist position is to assess the progress of assigned projects or programs via cost estimates, schedules, and performance supportability baseline requirements using established methods and procedures supporting the Mission Assurance Integrated Product Team. The branch ensures Sentinel weapon system requirements meet warfighter mission capability needs and is responsible for guaranteeing that the fielded system is safe, secure, and effective.

The Acquisition Program Manager will be responsible for developing, establishing, implementing, and controlling contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist. Candidates should have a background in program or project management to include managing cost, schedule, performance, and risk on large defense acquisitions.

DUTIES:
• Leads, plans, organizes, directs, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics.
• Reviews the progress of contractors in meeting program objectives and delivering capability on cost and schedule.
• Prepares, presents, defends, and interprets program activities to the Mission Assurance Materiel Leader and/or other management officials.
• Facilitates the risk management process for assigned program elements; actively identify, analyze, and track technical and programmatic risks, and collaborate with cross-functional teams to develop and execute robust risk mitigation strategies.
• Identifies and resolve highly complex problems crossing organizational boundaries and promulgate solutions.
• Engages with extended and geographically dispersed stakeholders, including subject matter experts from across the ICBM Systems Directorate, Air Force Global Strike Command, United States Strategic Command, the National Security Agency, and various support contractors-all to ensure Sentinel technical activities are successfully planned, coordinated, and executed.

SKILLS:
• Knowledge of Department of Defense Instruction (DoDI) 5000-series acquisition policies, regulations, and life-cycle management principles.
• Practical, demonstrated knowledge of quantitative risk analysis, risk registration, and tracking mitigation plans. Experience developing and managing acquisition risk management processes is highly desired.
• Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of War, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process.
• Proven ability to collaborate effectively with highly technical engineering teams, with the capacity to translate complex technical challenges in areas such as nuclear surety and nuclear hardness, and surveillance into program management impacts and solutions.
• Ability to plan, organize, lead, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process.

U.S. CITIZENSHIP
• Must be able to obtain and maintain a Top Secret/SCI security clearance and required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
• A professional degree at the bachelor's level from an accredited institution is required.
• This position is designated as a drug testing position. The incumbent is subjected to pre-employment drug testing as a condition of employment, and participation in random drug testing thereafter.
• Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Program Management "Practitioner" certification category within required timeframe after appointment.
• In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
• Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
