Acquisition & Business Operations Specialist - SeniorLocation: Fort Washington, MD (Onsite - Other Options May be Considered if not in the NCR)

Education: MA/MS (or a BA/BS plus anadditional8 years of work experience, 4 of which must be work related)
Outcomes:The successful candidate is expected to accomplish the following outcomes during the first year in the position:
- Formally track all tasks, to include assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
- Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
- Create 2-3 products beyond the client's requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
- Establish foundation in AI/ML skills and contribute to AI/ML operationalization and modernization goals and objectives.
- Master position tasks within 60 days and exceed requirements within 90 days.
- Use government provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving.
- Make recommendations on process improvements and practices that improve quality, speed and/or efficiency.
Responsibilities:The Senior Acquisition and Business Operations Specialist supports Secretary of the Air Force, Office of Competition (SAF/OC) Mission Partner Capabilities Office (MPCO) (CDMX/Acquisition) providing MPCO with the planning for future contracts and acquisition efforts. The Senior Acquisition and Business Operations Specialist primarily provides Acquisition documentation support, Contract strategy development, and procurement coordination.
Per PWS section 1.3.1 and 1.3.1.1 Project Management/Acquisition Support and Acquisition Planning Support, responsibilities include but are not limited to:
- Assist the MPCO with the planning for future contracts and acquisition efforts.
- Assist the MPCO and BCO with the receipt, management and documentation of the execution for MPCO and US BICES-X Enterprise contracts.
- Provide recommendations and support the MPCO and the BCO craft future acquisition strategy and follow-on contracting actions.
- Assist in portfolio management across the spectrum of CDMN contracts, to include monitoring contracts, expirations, transition onto and off of contracts and status reporting to leadership within the CDMX organization and to higher headquarters.
- Produce in close coordination with BCO and MPCO, acquisition-related documentation potentially including, but not limited to: an Acquisition Plan that includes a work breakdown structure, risk matrix, and risk mitigation strategies, Independent Government Cost Estimates (IGCE), various sections of the solicitation package (e.g., scope of services, performance work statement, statement of objectives, transition plan, instructions to the offeror, market research, and evaluation criteria), a Quality Assurance Surveillance Plan, proposal instructions, documentation (plans, evaluation reports, briefings, summaries, etc.) produced during source selection.
- Help MPCO with Requests for Information (RFIs) and coordination of Industry Days.
- May be assigned as the Gemini Acquisition Task Team Lead and fill in for the Task Lead on occasion.
Qualifications:The candidate must have the following qualifications:
- Minimum of ten(10) years of related work experience.
- Minimum of six (6) specificwork-relatedexperience in support of a DoWcomponent.
- Experience in project management with DoW acquisition.
- Experience with applying the FAR to acquisition processes.
- Experience in assisting with the development of acquisition strategies based on market research and solicitation with selection criteria or instructions to enable contract award to satisfy customer requirements.
- Experience with a component of DoW and procurement including cost or price analysis, negotiations, and preparation of acquisition packages for services, supplies, and IT acquisitions that were prepared for submission to the Contracting Office.
- Must have supported AF source selection and sole source procurements.
- Excellent verbal and written communication.
The following qualifications are desired:
- Knowledge of Generative AI tools and methods (desired).
- DAWIA Contract Level II (desired).
- Experience as a Contracting Officer or Contracting Officer Representative (desired).
- Business degree or related degree (desired).
- Experience with the Air Force and/or Intelligence Community (desired).
Travel: Local travel and/or occasional long-distance travel may be required,
