Job Description:Systems Technology & Research, Inc. (STaR) is seeking an Acquisition Analyst to support the Uncrewed Aircraft Systems Project Office (UAS PO) located on Redstone Arsenal. Responsibilities include ensuring acquisition documentation, processes, and products are accurate, timely, and compliant with DoD acquisition policies and regulations. The Analyst will serve as a critical enabler to Product Managers and their teams by reviewing and developing acquisition documentation, supporting milestone decision points, responding to taskers, and providing acquisition/contract analysis in support of senior leadership decision-making. This opportunity is an in-person/on-site position.
Qualifications/Experience:- Bachelor's degree required with 8 years of relevant experience.
- Must have a thorough knowledge of Federal Acquisition Regulations (FAR), Contracts/Subcontracts terminology and business practices; experience administering various contract types (Cost Plus Fixed Fee, Cost Plus Incentive Fee, Firm Fixed Price).
- Must have the ability to digest complex technical issues and evaluate those issues to assess the impact to the contract.
- Must have the ability to work in a teaming environment and the interpersonal skills to interface with numerous Government and contractor personnel in a rapid-paced environment.
- Must have demonstrated experience working individually as well as organizing and facilitating working groups.
- Must have experience preparing detailed written reports and briefings suitable for presentation to senior level military and civilian leadership, as well as experience presenting material orally.
- Must have excellent written and oral communication skills and the ability to use Microsoft Office suite of products.
- Possess an active DoD SECRET security clearance or the ability to obtain.
Duties/Responsibilities:- Maintain a thorough understanding of contract terms and conditions. Interface with internal and external personnel regarding contracts management.
- Assist in preparing contract modifications and reviewing proposed contract actions and provide assistance to contracting officers and managers with regards to policies, regulations, laws and good business practices.
- Provide recommendations to senior staff regarding contract issues and alternative acquisition strategies.
- Prepare contract requirement packages (CRP); to include preparation and assistance with the development of the Statements of Work, Justification and Approvals, Contract Data Requirement Lists, and other pertinent documents required for the CRP.
- Participate and support program Working Integrated Product Teams (WIPTs).
- Evaluate and assess business, technical, logistics, and operational concepts, reports and plans to ensure compliance and cohesiveness with Capability Program Executive, Aviation (CPE AVN) and project management office requirements.
- Prepare programmatic and technical documentation such as letters of agreement, Memorandums of Understanding (MOU), Memorandums of Agreement (MOA), contract requirements documentation, etc.
- Monitor contract administration and conduct necessary coordination which may result in incremental funding, preparation of rate and cost adjustments, redirection of effort, coordination of time extensions, incorporation of change orders, issuance of stop work orders, issuance of cure notices or show cause letters, approval of progress payments, final payment, and contract closeout.
- Assist with requirements analysis, implementation, and compliance with directives and procedures.
