Location: SLO or SB Counties; This position is based in the office and is scheduled for up to 40 hours per week. Employees may be eligible to telecommute up to 50% of their scheduled work time, subject to business needs and management approval.
Starting Salary: $113,226.00 - $126,813.00 annually
Full Salary Range: $113,226.00 - $147,424.11 annually
Bilingual Stipend: + $200 monthly (if applicable)
Job Summary:
Directs in a person-centered way the work of the Services & Supports Department for individuals ages 6 and above in Santa Barbara and San Luis Obispo Counties. Serves as the Special Projects Lead for the Services and Supports Department. Directly supervises Services & Supports Managers. In conjunction with the Director of Services & Supports, will assume leadership and coordination responsibility for Person-Centered Planning initiatives, Department of Developmental Services (DDS) Directive Implementation, Trailer Bill changes, Legislative requirements, and federal revenues mandated requirements. Will consider exceptions to the TCADD service policies and reviews the internal processes and procedures align with policies/law, oversee the assignment of appeals, helps the Federal Programs and Documentation Manager direct mediations or state level fair hearings, and represent TCRC to the community, partner organizations, individuals and families, public agencies, and Area Board IX.
Specific Job Duties:
• Assigns, reviews, and evaluates work of managers in their work area (serving individuals ages 6 and above).
• Hires, trains, directs, and evaluates Services & Supports Managers.
• Serves as the Services & Supports Special Projects Lead across all three counties.
• Leads the planning, operationalization, and implementation of Directives issued by DDS, Trailer Bill & Legislative changes, as well as LOIS or other system update rollout.
• Works independently and interdepartmentally to resolve service issues and maximize resources. Represents the Services & Supports Managers they manages and/or TCRC in interagency problem resolution.
• Monitors case transfers both within TCRC and from other Regional Centers.
• Participates in planning and developing agency policies and procedures. Communicate policies and procedure information to management and staff.
• Trains staff in policy application and interpretation. Audits results for conformance.
• Considers exceptions to the TCADD service policies, monitors treads with appeals.
• Assists the Federal Programs and Documentation Manager direct informal hearings, mediations, appeals, or state level fair hearings.
• Compiles/prepares reports on activities and special project outcomes.
• Provides coverage for and collaboration with the other Service and Support Assistant Directors.
• Participates in management group meetings.
• Represents the employees and/or TCRC in transactions with state and local agencies, service providers, individuals, families, and community groups.
• Work with Facilities/Purchasing Manager in design of new offices.
• May serve as staff support for committees of the Board of Directors.
• May be assigned to serve as acting Director of Services & Supports in the Director's absence.
• Ensures area of responsibility stays within budget guidelines.
• Serves as a Strategic Plan Focus Consultant and leads PCT in their area.
• Attends and participates in monthly Director's meetings.
• Additional duties as needed.
Knowledge, Skills, and Abilities Required:

• Proficient in SANDIS systems & ability to learn LOIS/new systems as they roll out

Education and Experience:
A master's degree in social work or related field and license or license eligibility
(LCSW, MFT). A bachelor's degree and five years of related experience may be substituted for
the master's degree.
Minimum Qualifications:

• Valid California driver's license and reliable, insured vehicle or equivalent means of
transportation.
• Able to travel to any location at any time; Local and in-state travel is required.
Physical Requirements:
Position requires the ability to work independently. Must possess mobility to work in a standard office setting and use standard office equipment, including a computer. This is primarily a sedentary office classification. The position also requires grasping, repetitive hand movement, finger dexterity and fine coordination in preparing statistical reports and data using a computer keyboard and calculator.
Additionally, the position requires near, far, and color vision in reading correspondence, statistical data, and using the computer. Hearing and speech are required to communicate in person, before groups and over the telephone.
Employees must possess the ability to lift, carry, push and pull materials and objects necessary to perform job functions. The employee must frequently lift and/or move up to 10 lbs. and infrequently up to 20 lbs. The position requires standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily office activities. Work is performed in an office setting with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances. Employees may encounter upset individuals over the phone and/or in person. Each of these physical tasks is an essential function of the position.
