Job Title: Manager of Support Services
Job Summary: Responsible for the management and direct supervision of support staff in the Oxnard office for the Services and Supports Department.
Administers and monitors the electronic archiving of case records throughout TCRC's catchment area. Interprets and applies best practices, statutes, regulations, policies and procedures pertaining to case records maintenance and confidentiality, ensuring TCRC's Services & Supports Department meets HIPPA compliance. Provides person-centered ongoing supervision, audits and support to the Services and Supports Department. Ensures all staff are trained to current statutes, regulations and requirements for case record maintenance.

Specific Job Duties:
1. Provides leadership and overall responsibility for the direct supervision, hiring, training, direction and evaluation of support staff in the Oxnard office catchment area.
2. Identifies needs and provides training to services and supports staff regarding case record maintenance, exceptions, fair hearings, subpoena requests, transfers and other requirements as necessary to assure understanding and compliance of documentation standards.
3. Provides direct oversight of the caseload tracking data collected on a monthly basis by support staff for service coordinators which identifies the current status of caseloads to ensure TCRC meets Lanterman, DDS and Federal documentation requirements.
4. Acts as TCRC's Services & Supports Department representative in maintaining confidentiality and HIPAA requirements of those served by TCRC in responding to requests for case record information from legal, judicial, law enforcement, and other agencies.
5. Serves as the Records Coordinator for the Services & Supports Department and assists TCRC support staff in responding to subpoenas and record requests for active and closed case records of individuals in compliance with Welfare & Institutions code 4514, with assistance of the IS Dept.
6. Acts as TCRC's National Voting Rights Act (NVRA) representative.
7. Represents TCRC in transactions with other Regional Centers, local and state agencies including DDS, providers and families.
8. Coordinates ongoing support for TCRC's Directors / Assistant Directors and Clinical team.
9. Works independently and interdepartmentally to resolve service procedural issues with Services & Supports managers, support staff, transfer/fair hearing coordinator, and other departments.
10. Maintains data and records as required and needed and adheres to HIPPA standards in maintaining confidentiality of case records and organizational data. Completes all required forms, documentation and reports in accordance with regulations and TCRC policies and
procedures. Provides data analysis and develops reports with recommendations to senior management.
11. Assumes leadership role through participation on committees or task forces that serve or enhance service delivery and/or staff development.
12. Provides periodic Spanish translation for all departments as necessary (documents and/or verbal)
13. Conducts / coordinates ergonomic evaluations for TCRC staff as needed in the Services and Supports Department.
14. Is the liaison for ongoing system needs of all the above with TCRC management.
15. Provides updates to management, including department Directors/Assistant Directors on the status of the support staff team.
16. Other duties assigned as needed.
Knowledge, Skills and Abilities Required:
• Working knowledge of TCRC's policies and procedures, the Regional Center System, developmental disabilities and the Lanterman Act (preferred).
• Demonstrated ability to work independently and cooperatively as a part of an interdisciplinary team.
• Strong leadership and supervisory skills.
• Ability to communicate effectively verbally and in writing at the highest professional level with members of the business and service communities.
• Must be a self-starter who can work independently on complex problems, demonstrating strong organizational and management skills, interacting with a wide variety of constituents with multiple priorities
• Excellent organizational skills to meet stringent deadlines/time frames.
• Must exercise skill in creative problem solving with minimal supervision and direction.
• Ability to interpret DDS and TCRC related laws, regulations, policies and procedures.
• Use of discretion and ability to maintain confidentiality.
• Must be proficient in the use of a computer.
• Ability to travel within TCRC's catchment area at any time.
Minimum Qualifications:
• Bachelor's Degree with 5 to 7 years of supervisory experience.
• 10-plus years of experience if no degree has been achieved
• Demonstration of team leadership.
• Demonstration of ability to coordinate work of others within a multidisciplinary team environment.
• 5 to 7 years or more of regional center experience strongly preferred.
• A valid California driver's license and transportation, or acceptable substitute, is required for this position.
Physical Requirements:
Adequate manual dexterity and coordination for operation of a computer and other standard office equipment is required for this position. The ability to sit at a workstation for long periods of time, the ability to read, write and comprehend large amounts of written material such as reports and regulations, use the telephone, and communicate via electronic mail are all required on a daily basis. The ability to travel to another work-site location on occasion and the ability to stand, sit or walk for moderate distances on uneven terrain is also required.
While performing the duties of this job, the employee is regularly required to use hands to finger, handle, feel or operate objects, tools, or control and reach with hands and arms. The employee frequently is required to stand, sit, walk, push, pull, kneel, stoop, bend, and squat. The employee must frequently lift and/or move up to 10 lbs and infrequently up to 20 lbs. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus. Each of these physical tasks is an essential function of the position.

Salary: $81,710.80 - $91,516.10 annually ($81,710.80 - $123,432.31 full range)
