JOB SUMMARY: The Manager of Human Resources reports to and works under the direction and supervision of the Director of Human Resources.

The Manager of Human Resources is a Manager who shall be responsible for the supervision of day-to-day administration of staffing, benefits and human resource receptionist functions of the Six Nations of the Grand River Elected Council (SNGREC) and will carry out all statutory, operational and advisory responsibilities to ensure efficient administration within the policies and procedures established by SNGREC.

Manager of Human Resources

REPORTING RELATIONSHIP:

Reports to and works under the direction and supervision of the Director of Human Resources.

PURPOSE AND SCOPE OF THE POSITION:

The Manager of Human Resources is a Manager who shall be responsible for the supervision of day-to-day administration of staffing, benefits and human resource receptionist functions of the Six Nations of the Grand River Elected Council (SNGREC) and will carry out all statutory, operational and advisory responsibilities to ensure efficient administration within the policies and procedures established by SNGREC.

DUTIES AND RESPONSIBILITIES:

  1. TECHNICAL

  • Supervise the day-to-day operations of Human Resource Business Partners, Benefits Partners, Human Resources Receptionist.
  • Develop and implement a strategic recruitment and retention plan for all Six Nations of the Grand River Elected Council, in consultation with the Director of Human Resources.
  • Working with Human Resources Director to identify and implement efficiencies within benefits and staffing.
  • Monitor legislation changes that impact the Employment Policy and advise Director of Human Resources.
  • Provide advice to the Directors/Managers/Employees relative to staffing and benefit matters;
  • Ensure adherence to the SNGREC Employment Policy by providing correct information to Directors/Managers regarding all inquiries.
  • Conduct internal investigations on complaints of alleged violations of policies
    and legislation (including workplace violence and sexual harassment) and make
    appropriate recommendations, when required.
  • Evaluates employee performance and provides coaching, training and mentoring to the following Human Resources staff: Staffing Officer, Benefits Coordinator and Human Resources Receptionist.
  • Mediate/conflict resolution to resolve employee/employer issues and facilitate mutually agreeable outcomes.
  • Assists with employee grievances in accordance with the SNGREC's Employment Policy, when required.
  • Assist the Human Resources Director by identifying future trends at Six Nations Elected Council as they relate to employment.
  • Assist with increasing the visibility in the local job market for Council Departments.
  • Ensure that Human Resources staff desk procedures are current and accurate.

  1. ADMINISTRATIVE

  • When requested, assist with the classification and rating of occupations and development of job descriptions according to SNGREC's Employment Policy and implement updates on the SNGREC compensation practices and program.
  • Assist the Human Resources Director with the development of the Department budget.
  • Assist the Director with staffing proposals on behalf of SNGREC and coordinate and draft summer student proposals on behalf of SNGREC.
  • Authorize payroll for Human Resources staff when required.
  • Oversee the maintenance and negotiation of all SNGREC's Benefits.
  • Ensure that staff have properly maintained employee records and documentation and that they are kept confidential.
  • Review internal monthly reports and identify trends for action.
  • Develop and maintain a tracking system to ensure that vital due dates for benefit reporting and government reporting are not overlooked resulting in additional costs;
  • Provide regular updates to the Human Resources Director on staff performance.


  1. COMMUNICATIONS & LIAISON

  • Communicate with Directors and Managers to assist in identifying current and prospective staffing requirements and advise on staffing policies and procedures.
  • Respond to inquiries and complaints from community members regarding issues of hiring as directed.
  • Keep the Director of Human Resources apprised of significant human resources or


organizational issues.

  • Compose briefing notes, memos, correspondence, and updates, as may be required.
  • Acts as a resource of information to department Managers and Directors.
  • Represent SNGREC and community in a positive, courteous, cooperative and professional manner.


  • OTHER RELATED DUTIES:
  • Attend meetings of appropriate committees, as required.
  • Attend meetings with Council and/or workshops as directed.
  • Schedule and attend monthly departmental meetings.
  • Maintain a network with relevant external groups/organizations to maintain awareness of human resources issues.


WORKING CONDITIONS:

  • The work environment of this position is subject to high stress of interruptions, intense work-related problems of employees, and a degree of interaction with the public who may be aggressive and/or irate.
  • There are many deadlines, which at times require unscheduled hours.
  • Must have the ability to take direction, prioritize and work independently, coping with many demands and working within time restraints.

Represents and promotes SNGREC and the Human Resources Department in a courteous, cooperative and professional manner, provides information and assistance.
