I. Purpose of JobUnder limited supervision, incumbent is primary decision maker for the jurisdiction regarding interpretation and applicability of the adopted Zoning Ordinance and Floodplain Regulations and responds to questions regarding technical requirements from elected and appointed officials, staff, residents, design professionals and building contractors as they relate to all construction codes and complaints.
Reviews all building, development, and site plans for zoning and floodplain compliance and supervises Zoning Enforcement Planners. Ensures enforcement of provisions of the Zoning Ordinance through direct coordination with the Neighborhood Resource Supervisor and Municipal Enforcement Officers. Reviews all plans for properties located in the floodplain to maintain compliance with FEMA and City of Franklin floodplain regulations.
II. Essential Job Duties A. Public Service- Reviews all requests received by phone, mail, and in person for information regarding zoning compliance or non-compliance issues.
- Assists contractors, developers, and the public by offering ways to resolve zoning non-compliance issues by suggesting alternate avenues to permit a particular use to exist.
- Interprets and disseminates requirements of the City of Franklin Zoning Ordinance to the general public, elected and non-elected officials and other City departments.
- Educates property owners, contractors, & developers on prescribed floodplain management procedures and monitors all activity to ensure compliance with federal, state, and local requirements. Maintains floodplain documents and is the Community Rating System Coordinator for the City of Franklin.
B. Oversee Zoning Ordinance - Investigates zoning uses and determines applicability for each use, as outlined in Zoning Ordinance. Includes annexation requests, development plans, site plans, and plats submitted for review by the Planning Commission, the Board of Mayor and Alderman, and Development Review Team (DRT).
- Confirms setback and buffer lines for individual projects in residential as well as complex commercial and industrial zones. Applies all overlay requirements.
- Monitors design criteria set by the Zoning Ordinance by reviewing and inspecting projects weekly to assure materials and architectural compliance for buildings and ancillary uses.
- Monitors and inspects site-specific development conditions set by other City departments for projects approved by the Planning Commission, the BOMA or DRT. Applies additional conditions set by the Planning Commission, the BOMA or DRT; organizes methods to keep up with and assure compliance.
- Enforces the City Tree Ordinance. Works with developers, builders, and other individuals to save trees and hilltops from erosion.
- Monitors archeological and Civil War sites to prevent disturbances by advising developers and builders of locations. Maintains list of identified archeological and Civil War sites and makes list available to the public.
- Monitors all cemeteries in the City to prevent encroachment or disturbances; keeps listing of cemeteries and makes it available to the public.
- Coordinates with building inspectors when Temporary and Final Certificates of Occupancy are appropriate to issue based upon uses and completion of site improvements.
- Attends meetings regarding zoning issues.
- Prepares and makes presentations to the Planning Commission and Board of Mayor and Alderman as needed.
- Assists and collaborates with the Planning Department with the annual Zoning Ordinance update.
- Prepare Zoning Determination letters and makes Zoning Determination presentations to the Board of Zoning Appeals as needed.
III. Other Job DutiesPerforms other job duties as assigned, including:
- Prepares documents that trigger the first procedures in Board of Zoning Appeals actions. Attends meetings, gives recommendations, and answers questions.
- Prepares a variety of correspondences, reports, and responses.
- On-call in the case of a flood event.
- Under direction of Department Director, may be tasked to perform duties of the Assistant Director during absence of the incumbent.

Has considerable knowledge of municipal zoning administration, including enforcement, and public safety practices as they pertain to the performance of duties relating to the position of Zoning Administrator. Has extensive knowledge of municipal codes, building codes, fire codes, and zoning ordinances. Must have extensive knowledge of the permitting processes. Has considerable experience in reading blueprints, zoning maps, flood maps, and surveys. Experienced in preparing inspection reports, court summons, zoning verification letters, permits, and violation notices. Works with individuals with varying levels of education and differing backgrounds. Knows how to develop and administer operations and staff plans and objectives for the expedience and effectiveness of specific duties of the department. Knows how to keep abreast of any changes in policy, methods, and computer operations, etc. as they pertain to departmental operations and activities. Has good organizational, management, human relations, and technical skills. Uses independent judgment and discretion in the handling of emergencies and, in determining and deciding upon procedures to be implemented, setting of priorities, maintaining standards, and resolving problems. Comprehends, interprets, and applies regulations, procedures, and related information. Has comprehensive knowledge of the terminology, principles, and methods utilized within the department. Has the mathematical ability to handle required calculations using percentages and decimals. Is knowledgeable and proficient with computers.
Read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Responds to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Write speeches and articles for publication that conform to prescribed style and format. Effectively present information to top management, public groups, and/or boards of directors.
Calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Apply concepts of basic algebra and geometry.
Define complex problems, collect data, establish facts, and draw valid conclusions. Interprets an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

VII. Physical Demands and Work EnvironmentPhysical Demands: Performance of the essential duties of this job requires the incumbent to:
- Remain in a stationary position 50% of the time.
- Frequently move about inside the office/building to access file cabinets, office machinery, the public, etc.
- Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, computer, printer, and telephone.
- Regularly positions self to maintain office area and items needed to complete daily tasks.
- Regularly communicates information and ideas so others will understand. Must be able to exchange accurate information in these situations.
- Occasionally moves/transports up to 25 pounds.
Work Environment: Performance of the essential duties of this job requires:
- Occasional exposure to outdoor weather conditions
The work environment is moderately noisy (examples: business office with computers and printers, light traffic).
Minimum Requirements
VIII. QualificationsEducation and Experience: The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through attainment of a Bachelor's degree (B. A.) from four-year College or university, plus six to eight years of municipal zoning administration related experience, or equivalent combination of education and experience.
Required Certifications/Licenses: - ASFPM Certified Floodplain Manager or ability to obtain within 18 months
