Summary

This position is located in the Department of Health and Human Services, Office of Readiness and Response, headquartered in Atlanta, Georgia.

Duties

Help

As an Workforce Relations Liaison you will:

  • Liaison with pertinent HRO teams to provide updates to the assigned CIO on matters impacting their management team.
  • Assist management with understanding the terms of collective bargaining unit agreements and basic employee rights/privileges after conferring with the appropriate HRO department to ensure collaboration and garnering HRO's approval.
  • Keep CIO leadership and staff abreast of Union issues by working effectively with HRO to bridge misunderstandings and correct out-of-line situations.
  • Review and assist management with direction and recommendations regarding performance plans and provides technical information on performance management systems after conferring with the appropriate HRO department to ensure collaboration and garnering HRO's approval.

WHAT WE ARE LOOKING FOR

Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following:

  • Providing authoritative advisory services to managers and supervisors through interpretation and application of Federal human resources laws, regulations, policies, and guidance related to workforce relations, including employee relations, labor relations, Equal Employment Opportunity (EEO), ethics, conduct, performance, and suitability matters.
  • Advising senior leaders and managers on complex or sensitive workforce issues and recommending courses of action that ensure compliance with applicable laws, regulations, negotiated agreements, and agency policies.
  • Exercising judgment, flexibility, ingenuity, and professional expertise to analyze unique or unprecedented workforce management problems, reconcile conflicting information, and develop effective solutions that support organizational objectives.
  • Applying employee and labor relations (ELR), EEO, and ethics principles and practices to resolve conduct and performance issues, grievance and complaint matters, labor-management concerns, equal employment issues, and other workforce relations functions.

If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
