About the role

The Workforce Manager leads end-to-end workforce strategy and operational execution for a dedicated, large-scale Rapid Data Center Deployment (RDD) program. Acting as the single point of contact for account-level resource planning, this role ensures field workforce capacity, specialized skill sets, and deployment readiness are tightly aligned with project timelines, deployment schedules, and customer SLAs. This position bridges strategy and execution-governing demand forecasting, resource allocation, and field readiness while serving as the primary escalation point for staffing constraints and workforce operational risks.

What you'll be doing

Capacity Planning & Forecasting
  • Partner with account leadership and project management to build robust demand models, translating project timelines and deployment schedules into precise headcount, skill, and location requirements.
  • Run scenario analyses to evaluate the workforce impact of scope changes, site delays, or accelerated timelines, establishing buffer strategies to mitigate risk without over-allocating budget.


Operational Execution & Deployment
  • Oversee day-to-day workforce allocation, ensuring field teams, sub-contractors, and technical specialists are fully vetted, badged, compliant, and deployed on schedule across customer sites.
  • Manage site-level shift schedules, travel logistics, and coverage rotations to minimize field burnout, control overtime expenses, and maintain continuous coverage on high-priority sites.
  • Serve as the primary onsite communication owner for workforce-related updates, including staffing levels, coverage risks, resource constraints, schedule impacts, and resolution plans.
  • Coordinate partner and resource onboarding readiness, including required documentation, system access, operational setup, and deployment readiness.


Governance & Risk Mitigation
  • Establish account-level WFM governance, actively monitoring staffing bottlenecks, credentialing delays, and labor risks.
  • Serve as a primary workforce liaison for union labor, partnering with union representatives, field leadership, and subcontractors to address workforce issues, escalations, and labor-related concerns.
  • Develop and drive corrective action plans and serve as the final escalation point for workforce issues.


Performance & Operational Reporting
  • Define, track, and report on core workforce metrics (e.g., resource utilization, schedule variance, deployment readiness, and forecast accuracy) to drive continuous operational improvement.
  • Conduct post-project WFM retrospective analyses to compare forecasted vs. actual labor utilization, pinpointing inefficiencies to continuously refine future account bidding and planning assumptions.


Cross-Functional Alignment
  • Coordinate across internal operations, external staffing partners, vendor management, and field leaders to maintain an agile, audit-ready workforce across dynamic data center environments.
  • Coordinate workforce-related invoice and accounts payable activities with Finance and Professional Services, including validation of supporting workforce and timekeeping information, resolution of invoice discrepancies, and escalation of payment issues that could impact partner performance or resource continuity.


What you have
  • Bachelor's degree in business administration, Operations, Human Resource Management, or related field, or equivalent experience.
  • 5+ years of experience in workforce planning, resource management, project delivery, service delivery, field operations, or data center infrastructure environments.
  • Demonstrated experience managing large union or represented workforces, including direct experience partnering with union leadership and managing labor relations, workforce issues, and escalations required.
  • Experience supporting large-scale IT infrastructure, data center deployment, service center, or professional services delivery operations preferred.
  • Demonstrated ability to model complex resource demand against volatile, fast-paced project schedules.
  • Skilled in navigating matrixed organizations, managing partner relationships, and briefing executive stakeholders.
  • Strong knowledge of workforce compliance, badging/site access protocols, and labor reporting frameworks.
  • Professional self-starter with strong business acumen and the ability to influence without direct authority.
  • Legally eligible to work in the United States.
