Brief Job Description:

Perform advanced (senior level) consultative services and program work for the Vendor Outreach Branch (VOB) of the Vendor Management & Operations (VMO) Unit. Work supports the United States Department of Agriculture Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) program. As Team Lead, responsible for outreach and communication activities for the Vendor Outreach Branch, coordinating vendor online and face-to-face training, technical assistance, vendor materials, vendor complaints, general inquiries, reviewing the quarterly vendor shopping surveys, reporting of data, and vendor correspondence. Oversee the performance of WIC vendor training curriculum development and implementation, vendor agreements (contracts), and the new vendor application process. Assist in developing strategic planning actions and make recommendations to improve business workflows. Responsible for policy and procedure development and revisions, conducting onsite training, outreach and reviewing staff findings for consistency in implementation. Involved in technology development to ensure the unit's needs are met and assist with any projects involving the branch. Trains, leads, assigns, and/or prioritizes the work of others. Represent the Unit at various functions statewide. Work under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions:

1. Serves as team lead, assisting the Branch Manager with leadership and support of the Vendor Outreach Branch. Coordinates team work assignments, activities and leave schedules, provides problem resolution and performance data for staff evaluations, and presents project updates to supervisor. Responsible for timely delivery of quality work products and services produced by team. (20%)

2. Oversees the WIC vendor training curriculum development and implementation, reporting, and associated business functions. Provides technical assistance to vendors. Reviews staff productions for clarity and accuracy. (20%)

3. Oversees planning, development, and implementation of WIC vendor agreements (contracts) and applications, and offers assistance with and clarification about the application/contract process to vendors. (20%)

4. Oversees the coordination of vendor activities, including outreach and communication activities, quarterly vendor shopping survey and reports, addressing vendor complaints and general program inquiries, preparing and distributing WIC grocer materials, reporting, correspondence to internal and external stakeholders, distribution of technical guidance documentation, online training technical assistance, and any other related customer service items. Includes making documents accessible for the internet and posting to the agency website. (15%)

5. Develops and implements strategic planning actions and policy decisions and makes recommendations for implementation of new business process and/or functions or changes to business processes. Assists with planning, developing, reviewing, revising, and/or implementing policy and procedures. Involved with any projects for the unit. Involved with technology development and ensuring the unit's needs are met.(10%)

6. Conducts/assists with onsite and/or face-to-face training and onsite evaluations. Assists branch staff by reviewing their findings and recommendations for consistency and accuracy. (10%)

7. Performs other duties as assigned including but not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Registrations, Licensure Requirements or Certifications:

Certified Texas Contract Manager (CTCM) or complete the requirements to become a Certified Texas Contract Manager within 12 months of employment.

Initial Screening Criteria:

1. At least two (2) years of management/supervisory/team lead experience

2. At least two (2) years of experience in the training of adults

3. At least two (2) years of experience in developing or managing contracts

Preferred Criteria:

A minimum of a Bachelor's Degree; an additional four years of experience as a manager and/or team lead, contract management, or training of adults may substitute for the Bachelor's Degree
