This classification performs work in managing operations and maintenance sections of Manatee County Water and/or Wastewater (in accordance with area of assignment) Treatment Plants. Oversees and ensures assigned facilities operate in a safe and efficient manner, within the guidelines of applicable laws, regulations, policies, and procedures.
Note: This position has been designated by the Manatee County Commission as serving at the will and pleasure of the County Administrator. Employees so designated may be terminated at any time with or without cause.Working ConditionsIndoor/outdoor situation; high noise environment while performing certain responsibilities. Lifting equipment up to 50 lbs. alone; up to 100 lbs. with assistance.
Job DescriptionEssential Functions

The omission of specific duties does not exclude them from the position.Plans, organizes, supervises, and evaluates the operation and maintenance of water and/or wastewater treatment plant (including the Manatee County Master Reuse System - MCMRS) and related facilities; reviews proposed plans and specifications with supervisors for expansion, modification and repair of treatment equipment and facilities; plans for future plant expansions and improvements.
Reviews effectiveness and efficiency of water and/or wastewater plant operations and approves corrective measures as necessary; investigates use of new materials and new methods of operation in order to accomplish water and/or wastewater treatment more efficiently and economically; prepares reports on water and/or wastewater treatment activities and operations.
Manage the MCMRS reuse storage lakes, ground storage tanks, pumping facilities and computer water management model for coordination of the three (3) wastewater facilities reuse systems within the guidelines of the FDEP master reuse permit.
Ensures assigned facilities are operated in accordance with rules and regulations and meet standards set for such operations.
Establishes plant priorities and schedules projects; works with staff or consulting engineers on design of new water/wastewater treatment plants or modification of existing plants; reviews construction activities; prepares technical reports.
Supervises and participates in the preparation of operating and capital budgets; prepares and approves purchases and requisitions; prepares written specifications for equipment.
Interviews, selects and/or recommends new hires; supervises, directs, and evaluates work of assigned staff; initiates disciplinary or termination actions, as necessary.
Trains employees as necessary on plant operations and the use of microcomputer software.
Coordinates activities of the plant with other divisions; develops procedures for purchasing and plant operations; operates plant when required.
In the absence of the Division Manager, performs supervisory and administrative duties necessary to ensure continued smooth operation of the division.
Performs other related work (including weather or other extreme emergency duties) as required. Minimum QualificationsBachelor's degree in civil engineering, environmental science, or related field.
Minimum of five (5) years' work experience in a large water and/or wastewater treatment facility (in accordance with area of assignment) or experience as a water/wastewater process design engineer and has experience in coordination with field operations staff while working in a public or private engineering office.
May consider equivalent combinations of education, experience, and Water and/or Wastewater license (in accordance with area of assignment).
Minimum of two (2) years supervisory experience.
Valid driver's license with valid Florida driver's license within 30 days of hire.
