General Definition Announced in Anticipation of Approval by the Administrative BoardThis is administrative engineering or interdisciplinary water utility work directing, through subordinate supervisors, either the design functions for the Water Department's capital improvement and expansion programs; or the construction and inspection activities for the Water Department's plants, facilities and structures, or one of the following program functions: green stormwater infrastructure implementation, laboratory services, watersheds, or planning and research. Coordinating and reviewing the activities of consulting engineers and the supervision of in-house engineers, architects, and technicians are of major significance to the work. Employees in this class report to the Water Engineering Projects Manager, Water Planning and Environmental Services Manager, Chief Water Transport Operations Engineer, Laboratory Director or an administrative engineer.

Notes to Applicants and Projected Exam InformationELIGIBLE LIST: DEPARTMENTAL-ONLY PROMOTIONALOnly a departmental promotional eligible list for the
Water Department will be established as a result of this examination.
Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.
PREFERENCE FOR PHILADELPHIA RESIDENTS:Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other people receiving an identical test score.
To receive such preference, candidates must respond to the question regarding residence on this application. This response will be used to determine eligibility for preference for residents. Documentation of residence may be required if there is any question as to whether you meet the residency preference requirements.
If an applicant does not respond to the appropriate residence question, it will be assumed that the applicant does not qualify for residence preference. Eligibility for residence preference must be determined by the date of the test administration. No requests for residence preference will be granted after the test administration.

TEST REVIEW:In accordance with Civil Service Regulation 9.091B, candidates will have 30 days after the results have been mailed to review their test and to file appeals. In accordance with Civil Service Regulation 9.11, only candidates who have failed the oral examination may appeal to the Civil Service Commission upon the grounds of irregularity, bias, or fraud in the conduct of the oral test. Minimum Acceptable Training and Experience The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Candidates must meet requirements within 30 days after the last date for filing applications.
1. CIVIL SERVICE STATUS:Presently employed by the City of Philadelphia with permanent Civil Service status in the Water Department with a performance rating of Satisfactory or higher.
ANDINTERDISCIPLINARY WATER RESOURCES SPECIALTY2. EDUCATION:Completion of a bachelor's degree program at an accredited college or university with major course work in engineering, science, city planning, geographic information systems, architecture and landscape architecture or related field.
AND3. GENERAL EXPERIENCE:Five years of technical environmental city planning, environmental science, engineering, architectural, landscape architectural or geographic information system experience.
AND4. SPECIFIC EXPERIENCE:One year of experience at the second supervisory level or three years of supervisory experience directing the activities of engineers, architects, scientists, city planners, or geographic information system specialists in a water utility.

PHYSICAL AND MEDICAL REQUIREMENTS:Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATION AND/OR CERTIFICATES:Registration as a professional engineer issued by the Pennsylvania State of Registration Board of Professional Engineers, if required by work assignment, or as a Professional Architect with the Pennsylvania State Board of Examiners of Architects, if required by work assignment, upon appointment and during tenure of employment as a Water Utility Projects Assistant Manager.
Possession of a Class A and/or Class E license for Water and/or Wastewater Systems Operators issued by the Commonwealth of Pennsylvania Department of Environmental Protection if required by work assignment, upon appointment and during tenure of employment as a Water Utility Projects Assistant Manager.
Certification as a GIS Professional (GISP) by the GIS Certification Institute if required by work assignment, upon appointment and during tenure of employment as a Water Utility Projects Assistant Manager.
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania, if required by work assignment.
TRANSCRIPT REQUIREMENTS: Candidates MUST submit a copy of their official college or university transcript(s) indicating completion of the educational requirement and all required licenses, registrations or certifications at the time of application. Transcripts MUST indicate conference of the appropriate degree.
