The Opportunity:

Tetra Tech's Houston, Texas office is seeking a mid-level Civil Project Engineer/Graduate Engineer to join our growing Municipal team. This role offers a unique opportunity for a motivated engineer to support a diverse portfolio of projects, including pipelines, pump stations, drainage, roadway, and related civil infrastructure.

Position Summary:

The mid-level Civil Engineer is responsible for planning, design, and construction phase engineering of civil infrastructure projects. This role supports project delivery from planning through construction, maintains strong client relationships, and contributes to the development of junior staff and overall team success.

You will take ownership of technical design tasks, coordinate multidisciplinary efforts, and ensure that deliverables meet the highest standards of quality, safety, and compliance. This position offers a path for growth toward project management and technical leadership.

Essential Job Functions:

  • Lead and support civil design, including site layout, utility designs, pump stations, grading, drainage, roadway and stormwater management.
  • Provide technical design support while leading project execution.
  • Prepare and review engineering plans, specifications, reports, and cost estimates.
  • Assist with communication with clients and maintain strong working relationships.
  • Coordinate with multidisciplinary teams, contractors, and external stakeholders.
  • Mentor junior engineers and support their professional development.


Required Qualifications:
  • Bachelor's degree in Civil Engineering or Environmental Engineering.
  • Engineer- in-Training certification
  • 3-7 years of experience in stormwater design, land development projects, sanitary sewer distribution systems, water systems, water tower, pump station design or other related civil engineering experience.
  • Ability to self-direct work and review plan sets and reports.
  • Strong verbal and written communication skills.
  • Self-disciplined/motivated individuals who also works well in a team environment.
  • Ability to organize and prioritize multiple project tasks and respond to client's requests and schedule.
  • Occasionally required to work non-standard hours to meet project deadlines.
  • A valid driver's license and clean driving record is required for this position .
  • Valid driver's license with an acceptable driving record.
  • Ability to travel periodically (approximately 15% or more).

Preferred Qualifications:
  • Licensed Professional Engineer (PE) in Civil or Environmental Engineering in the State of Texas, or ability to obtain licensure within six (6) months.
  • Experience with municipal or utility clients.
  • Civil 3D experience is preferred.
  • Familiarity with local agency standards.
  • Hydrology and hydraulics modeling.
  • Green Infrastructure experience.

Physical Requirements:
Ability to perform office-based work with occasional field visits to active project sites; walk, stand, and perform light to moderate physical activity, including occasional lifting of up to 25-50 pounds; ability to operate a computer and standard office equipment for extended periods.

Work Environment / Environmental Factors:
  • Hybrid work environment (office and field-based) with flexibility to balance project and personal needs.
  • Field assignments may involve construction sites, active infrastructure environments, and coordination with municipal clients and contractors.
  • Exposure to varying weather conditions during site visits.
  • Moderate noise levels may be present in field settings.
  • Use of appropriate personal protective equipment (PPE) as required.
