OverviewCivil & Environmental Consultants, Inc. (CEC) is seeking a Water/Wastewater Project Manager to join our growing team in Martinsburg, West Virginia. This is an opportunity to lead the planning, design, and delivery of municipal drinking water and wastewater infrastructure projects that support community growth, utility resilience, and regulatory compliance.
You’ll serve as a key point of contact for clients while managing projects from concept through construction. You’ll work directly with public utilities, public works departments, private developers, and regulatory agencies, contributing to a wide range of infrastructure improvements across the Eastern Panhandle.
Responsibilities:
- Manage and deliver municipal water and wastewater infrastructure projects from planning through construction
- Serve as the primary point of contact for clients, including public utilities, public works departments, regulatory agencies, and private developers
- Develop and manage project scopes, schedules, budgets, and permit documentation
- Lead the design of water distribution systems, wastewater collection systems, pumping infrastructure, storage facilities, and treatment improvements
- Perform and oversee hydraulic modeling, system evaluations, and engineering analysis
- Prepare and review engineering drawings, specifications, cost estimates, and technical reports
- Conduct and oversee QA/QC reviews to ensure technical accuracy, constructability, and regulatory compliance
- Support business development efforts, including proposal preparation, client engagement, and identifying new opportunities
- Mentor junior engineers and support staff development across project teams

Qualifications
- Bachelors degree in Civil or Environmental Engineering
- 8+ years of progressive engineering experience, including project management responsibilities
- Engineer-in-Training (EIT) required; Professional Engineer (PE) preferred (or ability to obtain)
- Proficiency in AutoCAD Civil 3D
- Experience with water and wastewater system design and project delivery
- Experience with hydraulic or stormwater modeling is a plus
- Proven ability to manage project scope, schedule, budget, and multidisciplinary teams
- Strong communication skills and experience working with municipal clients, developers, and regulatory agencies
