Your Opportunity + Impact

The Water Resources Engineer functions as a technical leader within our Highway department and is required to have a Professional Engineer (PE) license and commensurate work experience. This position will coordinate overall design activities, project submission schedules, and will be responsible for additional Quality Assurance and Quality Control duties to help ensure the final products meet the technical requirements and goals of the client.

Key Responsibilities
  • Lead design efforts for all sizes of projects related to drainage, post construction stormwater management, erosion & sedimentation control, and NPDES permitting.
  • Prepare and submit E&SC and PCSM plans and permitting packages in compliance with permitting agency standards.
  • Perform independent planning and design tasks, review the work of others, prepare construction documents, and successfully deliver projects to completion.
  • Stay at the forefront of emerging technologies, trends, and best practices, incorporating relevant advancements into project methodologies to drive innovation and competitiveness.
  • Stay abreast with permitting updates and changes.
  • Maintain collaborative inter-departmental and cross-functional working relationships with members of the project team.
  • Conduct initial QA/QC reviews of project submissions to ensure compliance with client requirements and technical standards.
  • Assist senior management in developing schedules, technical proposals, and labor hour estimates.
  • Coordinate with agencies including state environmental departments, municipalities, and transportation agencies.
  • Work closely with project teams to effectively communicate and deliver the scope of work.
  • Mentor junior engineering staff and oversee technical quality control.
  • Promote, utilize, and support quality assurance and quality control processes to enhance deliverables and reduce design errors or omissions.
  • Perform and verify design calculations, develop technical specifications, and prepare cost estimates.
  • Develop and manage design budgets.
  • Support business development activities, proposal preparation, and client presentations.

Education and Experience
  • Education: Bachelor's or Master's Degree in position relevant Engineering field from ABET accredited school, Landscape Architecture, or related field of study.
  • Experience: Minimum of three (3) years' stormwater design experience.
  • Licensure/Certification: Professional Engineer (PE) required.

Preferred Qualifications
  • Experience on land development and/or NCDOT projects.
  • Coordination with regulatory agencies to support permit applications, ensure compliance, and respond to agency comments.
  • Familiarity with EPA regulations and associated analyses.
  • Thorough knowledge of A/E industry and the ability to quickly review, understand, and resolve complex design and construction related issues on Transportation projects.
  • Proficiency with Autodesk, MicroStation/OpenRoads, and Hydrologic and Hydraulic Software Packages to be used for Storm Water Management and E&S Plan design, and/or other discipline-specific programs preferred.
  • Strong interpersonal and communication skills to foster collaboration across teams.
  • A proven track record of delivering high-quality, on-time, and on-budget projects.
