Water Quality Manager oversees, coordinates and manages Water Quality Staff that implements the Tahoe Keys Property Owners Association (TKPOA) Integrated Management Plan (IMP) for the Aquatic Invasive Species (AIS) Weed Program. Responsible for management of the Summer Weed Harvesting Program, which includes Weed Skimming, boat maintenance and water quality monitoring. Provides oversight and coordination of consultants and contractors that may be engaged to implement components of the IMP for the AIS Program. Prepares progress reports and annual reports on the and presents reports and summaries to the TKPOA Water Quality Committee, TKPOA Board and related committee.
Compensation: $85,000 - $95,000
FirstService Residential will compensate the successful candidate in accordance with the posted range. The salary or wage paid to the successful candidate will be commensurate with experience, education, and specific job responsibilities. For positions designated at a client's property, the salary or wage will also be premised upon the client's directive. The base pay range is subject to change and may be modified in the future. Your Responsibilities: - Assign and coordinate tasks of supervised staff to insure smooth and efficient implementation of the IMP.
- Obtain familiarity with the TKPOA IMP and its components and requirements.
- Plan IMP and related monitoring actions to meet requirements of the IMP.
- Create implementation maps of the TKPOA lagoons that show IMP actions, dates and locations for each "growing seasons" (e.g., May to October).
- Schedule monitoring actions and related data generations and transmittance to produce submersed vegetation maps that show location, abundance and biovolume within the TKPOA lagoons.
- Participate in the implementation of the TKPOA Public Outreach as directed by the TKPOA Water Quality Committee, focusing on Water Conservation Rules, Zero Phosphorus, and Boat Back up Stations program.
- Coordinate and collaborate with other agencies to summarize progress reports at public outreach meetings, public outreach programs and other public meetings.
- Actively participate in related local Lake Tahoe working groups, committee and other appropriate stakeholder group to represent TKPOA and the IMP project.
- Assist in development of policies and procedures for achieving departmental goals, objectives and priorities; interpret and implement approved policies and procedures
- Allocate resources; monitor and evaluate the efficiency and effectiveness of service delivery; monitor the allocation expenditures for personnel, supplies and equipment.
- Direct and implement modifications and changes as necessary to achieve goals, objectives and priorities; establish schedules and methods for providing weed harvesting, skimming and other IMP methods.
- Identify resource needs; review needs with the General Manager, Facilities Manager and Water Company Manager.
- Ensure that all facilities are operational during emergencies; respond to emergency calls.
- Authorize and supervise appropriate remedial responses for reported spills that occur in the Tahoe Keys Waterways and Lagoons. Ensures that operators are available to respond to any waterway related matters.
- Manage and supervise programs to ensure that the TKPOA is in compliance with all IMP, or Waste Discharge Requirement (WDR) or other required permit limitations and compliance points applicable to state and federal laws.
- Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
- Meet with the General Manager, Board of Directors, departments and outside agencies; meet with county, state, federal and other officials as required and directed to resolve problems affecting programs and projects.
- Participate in the selection of Water Quality operations staff; provide or coordinate staff training; meet and discuss technical matters; work with employees to correct deficiencies; implement discipline procedures.
- Participate in the preparation and administration of the Water Quality operational budget; submit budget recommendations; monitor expenditures; recommend plant upgrades.
- Review operational data; prepare analytical and statistical reports on operations and activities as required.
- Perform weekly inspection and required testing of equipment and machinery to maintain quality assurance and high performance; ensure the accuracy and proper functioning of the system filter plant
- Maintain boats, motors, sampling equipment and safety equipment to ensure safety and effective implementation of the IMP.
- Prepares written year end and required reporting for Agency Permits, Project Requirements or Water Quality Committee directed in a professional and timely manner.

Skills & Qualifications: - Small power craft operation and related safety procedures.
- Microsoft Office Suite (Word, Excel, PowerPoint)
- Use of portable or onboard GPS equipment
- Use of online (software) applications to upload GPS data for subscription mapping services.
- Applicants must have Class C driver's license and acceptable motor vehicle record
- Use of various internet services (e.g., email, searches, Google Earth, etc.)
- Ability to supervise, direct and coordinate a small field crew (4-15) to ensure the IMP is properly executed.
- Able to swim, unassisted, at least 500 ft.
- Ability to perform heavy physical labor including bending, stretching, crawling, climbing, lifting to 75 pounds and working in confined areas
- Ability to diagnose problems and implement solutions
- Professional oral/written communication skills to work directly with field employees, office staff, customers, state agencies, contractors, vendors, and other utilities
- Willing to work flexible hours as determined by the duties.
Education & Experience: - Knowledge of California Boating Regulations and related safety procedures and requirements for small craft operation.
- Operation of small, powered watercraft.
- Presenting information verbally to small groups with and without use of PowerPoint" slides.
