Position Purpose:

Certified Hazardous Material Shipper:
• Use technical knowledge, skills, and training to direct a broad range of packaging and shipping activities including classification of materials, proper package determination, selection of transport mode, and securement. Work with limited direction in completing and signing, as a company representative, bills of lading, waste manifests, and pertinent legal documentation to meet DOT, DOE, ICAO, EPA, and state regulations. Negotiate costs, schedule, and services with qualified carriers for transport of materials. Provide technical support across organizational lines for regulatory interpretations for packaging and shipping hazardous materials and waste on and off the INL. Provide project planning and development for task completion of campaigns involving shipments of hazardous, radioactive, and waste materials for on-site and off-site transport. Classify waste, prepare required documentation, coordinate carrier schedules with projects, and commence shipments to treatment and disposal facilities.
• When assigned transportation certification official (TCO) duties, maintain current TCO qualification and a thorough understanding of the WIPP/WAC and TRAMPAC requirements to perform assigned work scope.
• Perform other responsibilities for off-site waste coordination, as directed by management.
• Ensure all work is performed safely, compliantly, and in accordance with approved procedures.

Minimum Qualification Requirements (Education/Experience):

Salary Grade 17: Applicable Bachelor's degree plus 8 years relevant experience.

A combination of experience and education may be substituted for a degree. Bachelor's equivalent is 8 years of directly relevant experience.

Special Requirements/Training:

Extensive knowledge of DOT, DOE, and ICAO rules and regulations. Maintain certified hazardous material shipper qualification and meet regulatory training requirements.

License(s) or Certification(s) Required:

Ability to obtain and maintain Certified Hazardous Material Shipper.

Position Responsibilities:

Classify and prepare shipping documentation, coordinate between waste generator projects, carriers, and state authorities to offer radioactive or hazardous materials, including wastes, for transport.

Interface with projects and programs. Perform TCO or off-site waste coordination and provide technical assistance for all aspects of the P&T organization.

Access the Integrated Waste Tracking System (IWTS), Waste Tracking System (WTS), and other shipping software for review of waste characterizations, assigning appropriate classifications, and for providing input into systems for processing of waste shipments.

Responsible for interpretation of rules and regulations to meet DOT, DOE, ICAO, EPA, and state regulations. Ensure compliance to regulations for packaging and transportation of hazardous, radioactive, and waste materials.

Ensure carriers and drivers meet all security requirements and have appropriate credentials before releasing hazardous material shipments.

Negotiate carrier contracts for transportation services and freight rates utilizing government approved rate tenders. Conduct assessments of carriers and P&T program.
