Summary

HII - Mission Technologies is seeking a Program Manager to serve as the senior leader responsible for full execution of the Worldwide Aviation Support Services (WASS) contract supporting the U.S. Department of State, INL Air Wing. This position provides strategic oversight and accountable leadership for global aviation operations, maintenance, logistics, UAS/CUAS integration, safety, business operations, and contract performance across a fleet of 100+ aircraft operating internationally.

The Program Manager is the single point of contact to the U.S. Government and is responsible for aligning contract execution with INL priorities, ensuring operational readiness, and delivering cost, schedule, and performance outcomes across a complex, multi-site aviation enterprise.

This role serves as the primary interface for the COR and TPOC for all program decisions as required by GSA/FEDSIM. While maintaining ultimate authority and accountability, the Program Manager empowers the Program Management Office to manage daily communication and decision-making with the COR, TPOC, and internal stakeholders. The Program Manager focuses on strategic planning, relationship management, program success, and resolving issues that exceed PMO authority.

This position is contingent on an upcoming proposal.

What You Will Do

  • Program Leadership and Oversight
    • Provide strategic direction and oversight ensuring alignment with DoS/INL objectives
    • Serve as the authoritative voice to the COR and TPOC
    • Develop and maintain the program roadmap, milestones, and resource needs
    • Monitor program performance and implement corrective actions when required
    • Lead total contract execution including global operations, financial performance, and award-term compliance
  • Relationship Management
    • Build and maintain strong relationships with COR, TPOC, and DoS/INL stakeholders
    • Participate in regular update meetings and present program status
    • Facilitate effective communication between client and internal teams
    • Represent the program at executive-level meetings across multiple government agencies
    • Engage senior stakeholders to align priorities and resolve operational challenges
  • Strategic Planning
    • Lead long-term planning to enhance program effectiveness and mission success
    • Identify growth opportunities and develop strategic recommendations
    • Anticipate risks and develop mitigation strategies
    • Align program activities with evolving client requirements
    • Support international operational frameworks (SOFA, country clearances, host-nation regulations)
  • Program Governance
    • Establish and maintain governance structures, decision-making processes, and escalation paths
    • Ensure compliance with all contractual, regulatory, and aviation requirements
    • Oversee risk management activities and mitigation planning
    • Review and approve key deliverables prior to client submission
    • Ensure adherence to FAA, ICAO, Part 135-style operations, and DoS aviation standards
  • Team Leadership
    • Provide leadership and guidance to PMO and functional managers
    • Ensure proper staffing and resource allocation across all program locations
    • Promote a culture of safety, operational excellence, and mission readiness
    • Lead geographically dispersed and internationally deployed teams
  • Financial and Contract Management
    • Oversee cost, schedule, and performance for a $100M+ aviation program
    • Manage Cost-Reimbursement and IDIQ contract structures in compliance with FAR/DFARS
    • Ensure budget execution aligns with contract ceilings and award fee criteria
    • Direct business operations to meet contract compliance and reporting requirements


What We Are Looking For

  • 8 years relevant progressive experience with Bachelors in related field; 6 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 12 years relevant progressive experience.
  • Minimum 10+ years leading complex mission operations or large-scale aviation programs.
  • Experience managing programs valued at $100M+.
  • Proven leadership of dispersed and internationally deployed teams.
  • Experience managing large, diverse RW/FW/UAS fleets in global operations.
  • Demonstrated ability to engage senior government and internal stakeholders.
  • Experience supporting U.S. Government aviation programs (INL, DoW, DHS, DoS).
  • Familiarity with SOFA, country clearances, and host-nation regulations.
  • Strong understanding of FAR/DFARS.
  • Experience managing Cost-Reimbursement and IDIQ contracts.
  • Knowledge of FAA, ICAO, and Part 135-style aviation operations.
  • Smartsheet and Microsoft Office 365 (Word, Excel, PowerPoint, Teams, SharePoint) experience.
  • Project Management Professional (PMP) certification.
  • Clearnce: Ability to obtain and maintain a Secret clearance.
