Job Summary

OPEN is seeking an experienced Warmline Manager to provide clinical and operational leadership for the OPEN Warmline - a same-day telehealth service that provides rapid access to buprenorphine for Michigan residents with opioid use disorder (OUD). This role is responsible for overseeing Warmline nursing and case management services, ensuring high-quality, patient-centered care, and leading initiatives to improve patient access, care coordination, and clinical outcomes. The Warmline Manager will also maintain the clinical expertise needed to provide direct patient care and serve as backup clinical coverage during periods of increased demand or staffing needs.

The Warmline Manager will analyze clinical and operational performance data, identify opportunities to enhance program effectiveness, and lead quality improvement initiatives. Working collaboratively with physicians, advanced practice providers, nurses, behavioral health specialists, and community partners, this individual will evaluate clinical workflows, monitor key performance measures, and implement evidence-based practices that strengthen patient care and support the continued growth of the Warmline program.

This is a hybrid position requiring in-office work 2?3 days per week at the North Campus Research Complex in Ann Arbor. Current operating hours are Monday through Friday, 8:30 a.m. to 5:00 p.m.; working hours may evolve as the Warmline expands.

Responsibilities*
  • Lead Warmline Clinical Operations, Care Management, and Team Leadership (40%)
    • Provide day-to-day operational leadership and supervision for the Warmline nursing and care navigation teams.
    • Collaborate closely with all Warmline staff to ensure coordinated, patient-centered care.
    • Oversee staffing, scheduling, workload distribution, and clinical workflows to maintain efficient program operations.
    • Ensure compliance with clinical protocols, documentation standards, regulatory requirements, and program policies.
    • Lead staff onboarding, training, professional development, case reviews, and regular team meetings.
    • Identify operational challenges and implement solutions that improve patient access, care coordination, quality, and program performance.
  • Provide Clinical Leadership and Direct Patient Support (25%)
    • Serve as the clinical subject matter expert for Warmline operations, care coordination, and medications for opioid use disorder (MOUD).
    • Provide clinical consultation and guidance to Warmline staff on patient care and workflow issues.
    • Serve as backup staffing coverage during staffing shortages, absences, or periods of increased demand.
    • Collaborate with prescribing providers to address complex patient needs and ensure safe, timely care.
  • Lead Quality Improvement, Clinical Analytics, and Program Evaluation (20%)
    • Monitor, analyze, and interpret clinical and operational data to evaluate program performance and patient outcomes.
    • Develop reports, dashboards, and performance summaries for leadership, funders, and other stakeholders.
    • Lead quality improvement initiatives to strengthen patient access, treatment engagement, care coordination, and operational efficiency.
    • Develop and maintain clinical workflows, policies, standard operating procedures, and performance measures.
    • Support grant reporting and apply data-driven evaluation methods to assess program impact and identify opportunities for continuous improvement.
  • Strengthen Community Partnerships and Care Coordination (15%)
    • Develop and maintain referral partnerships and statewide care coordination networks.
    • Collaborate with community mental health agencies, substance use disorder treatment providers, hospitals, pharmacies, prepaid inpatient health plans, and other partners to improve continuity of care.
    • Identify barriers to treatment access and implement strategies that improve transitions into ongoing treatment and recovery services.
    • Work with regional partners to strengthen systems of care and expand access to evidence-based treatment for opioid use disorder.

Required Qualifications*
  • Bachelor's degree in Nursing, Healthcare Administration, or Health Sciences
  • Five (5) to eight (8) years of progressively responsible experience in clinical operations, care management, quality improvement, program implementation, healthcare analytics, nursing leadership, and healthcare management.
  • Experience providing case management services to individuals with opioid use disorder
  • Experience analyzing and interpreting clinical, operational, quality, or outcomes data to support performance improvement initiatives.
  • Three (3) or more years of direct experience in substance use disorder treatment and/or medications for opioid use disorder (MOUD).
  • Experience supervising nurses, care coordinators, case managers, or interdisciplinary clinical teams.
  • Demonstrated experience with electronic health records and clinical documentation systems.
  • Experience collaborating with physicians, nurses, and interdisciplinary clinical teams to improve care delivery and patient outcomes.
  • Exceptional leadership, organizational, analytical, and interpersonal skills.
  • Excellent written and verbal communication skills.
  • Ability to work independently and exercise sound judgment on matters of significance within the scope of assigned responsibilities.
  • Commitment to harm reduction, trauma-informed care, and culturally responsive practice.
  • Experience supporting grant-funded healthcare programs.
  • Experience preparing reports and presentations for leadership, funders, or external stakeholders.

Desired Qualifications*
  • Licensed in the State of Michigan as a Registered Nurse
  • Master's degree in Nursing, Healthcare Administration, or Health Science
  • Knowledge of Michigan Medicaid programs, prepaid inpatient health plans, and statewide treatment systems.
  • Familiarity with medication access processes, including insurance authorization and pharmacy coordination.
  • Experience using healthcare data to drive operational, clinical, or quality improvement decision-making.

Please note: This position is 2 year term-limited through 9/30/2028 with the possibility of renewal based on need and available funding. At the end of the stated term, your appointment will terminate, and will not be eligible for Reduction-in-Force (RIF) benefits. This term-limited appointment does not create a contract or guarantee of employment for any period of time as you will remain subject to disciplinary or other performance measures, up to and including termination, at the will of the University in accordance with existing University policy and standards for employee performance and conduct.
