Job Summary:
The W/R Facilities Operations Supervisor supervises the daily operations of one or more water or wastewater treatment plants to ensure safe, reliable, efficient, and compliant treatment operations. This position oversees shift personnel, monitors treatment performance, supports regulatory compliance, coordinates operational readiness and emergency response, assists with budgeting and resource planning, and promotes employee safety, training, and development. Work is performed under the general supervision of the W/R Treatment Facilities Manager, with latitude for independent judgment in carrying out assigned responsibilities. On-call and extended hours are required. Performs related work as required.

Supervisory Responsibilities:
  • General supervision is exercised over subordinate personnel.
  • Recruits, interviews, hires, and trains new staff.
  • Oversees the daily workflow of the department.
  • Provides constructive and timely performance evaluations.
  • Handles discipline and termination of employees in accordance with company policy.
  • Ensures employees receive required regulatory and safety training.
  • Develops work schedules and manages staffing levels to maintain operational coverage.
  • Participates in succession planning and workforce development initiatives.
  • Promotes a culture of safety, accountability, and continuous improvement.

Duties/Responsibilities:
  • Supervises the operations of one or more water or wastewater treatment plants.
  • Monitors plant performance, treatment processes, laboratory results, operational records, and computerized data to identify trends, problems, anomalies, and corrective actions needed to maintain permit compliance.
  • Maintains, prepares, and submits required operational, regulatory, and compliance records and reports.
  • Reviews chemical, biological, mechanical, and process control conditions and implements changes necessary to support effective plant operations.
  • Develops and updates standard operating procedures.
  • Coordinates with Maintenance, Laboratory, Residuals Management, Engineering, contractors, service providers, and regulatory agencies to support plant operations and facility needs.
  • Assists with preparation and administration of operating budgets, resource planning, purchasing, and inventory management for parts, materials, equipment, and supplies.
  • Leads operational investigations and root cause analyses for process upsets and equipment failures.
  • Ensures compliance with safety programs, confined space requirements, lockout/tagout procedures, and other regulatory requirements.
  • Serves in an on-call capacity and responds to operational emergencies, weather events, equipment failures, and power outages as required.
  • Supervises and schedules shift personnel to maintain 24-hour operational coverage.
  • Tours plants, checks equipment and operations, and drives or operates vehicles while performing assigned work responsibilities.
  • Performs other related duties as assigned.

Required Skills/Abilities:
  • Thorough knowledge of water and wastewater treatment plant operations, including chemical, biological, mechanical, electrical, hydraulic, and process control principles.
  • Thorough knowledge of applicable federal, state, and local laws, ordinances, safety rules, permitting requirements, NPDES requirements, and regulatory reporting.
  • Knowledge of instrumentation, equipment operation, calibration, SCADA systems, Microsoft Office applications, and computerized maintenance or operations systems.
  • Knowledge of budgeting, purchasing, inventory management, and resource planning practices.
  • Ability to analyze operational data, interpret routine laboratory tests, identify trends and anomalies, and make sound process control decisions.
  • Ability to supervise, lead, plan, schedule, prioritize work, and manage multiple priorities in a fast-paced environment.
  • Ability to perform accurate mathematical computations and read and interpret schematics, drawings, and blueprints.
  • Ability to communicate effectively orally and in writing and maintain effective working relationships with regulatory officials, contractors, the general public, and employees at all levels.

Education and Experience:
  • Bachelor's degree from an accredited four-year college or university in Chemistry, Environmental Science, or a related field and at least one (1) year of experience working in a water or wastewater treatment plant; OR
  • Associate degree or certification from an accredited two-year college or technical institute in Chemistry, Environmental Science, or a related field and at least five (5) years of related water or wastewater treatment plant experience; OR
  • High school diploma or equivalent and at least seven (7) years of water or wastewater treatment experience, including progressively responsible supervisory experience; OR
  • An equivalent combination of education, training, and experience.

Physical Requirements:
  • Prolonged periods of sitting at a desk and working on a computer.
  • Ability to traverse plant facilities, including climbing ladders, stairs, and catwalks.
  • Ability to work outdoors in varying weather conditions and wear required personal protective equipment.
  • Ability to occasionally lift up to 50 pounds.
