Full Job Description
We are seeking an Vice President, U.S. State & Local Government in our Wasington, DC location.

The Vice President, U.S. State & Local Government is responsible for driving adoption of Quantinuum's full-stack quantum computing systems, software, and integrated solutions across the U.S. State, Local, and Education market. This includes state agencies, local government organizations, public sector authorities, public universities, research institutions, and innovation ecosystems.

You will own the overall U.S. State & Local Government go-to-market strategy and be fully accountable for delivering revenue, bookings, and pipeline growth against annual and quarterly targets. This includes consistent achievement of quarterly forecast commitments, driving predictability and accuracy in sales performance.

You will identify and develop opportunities across Quantinuum's full portfolio, including quantum hardware deployments, cloud-based quantum access, software platforms, and industry-specific applications and use cases. Working with customers across government, higher education, public research, infrastructure, healthcare, energy, transportation, and public safety, you will help organizations address complex challenges through the adoption of quantum technologies.

This role requires deep expertise in public sector procurement, funding mechanisms, budget cycles, and stakeholder management. You will partner closely with Sales, Marketing, Government Partnerships, Public Policy & Government Affairs teams to identify growth opportunities, influence strategic initiatives, facilitate ecosystem development, and accelerate adoption of quantum technologies across state and local government markets.

You will lead high-value, technically complex engagements, positioning Quantinuum as a trusted partner helping public sector organizations address modernization objectives, scientific discovery, economic development, and mission-critical challenges through quantum computing.

Responsibilities:

  • Develop and execute a U.S. State & Local Government go-to-market strategy spanning state agencies, local government organizations, public authorities, higher education institutions, and research organizations.


  • Own and deliver against annual revenue and bookings targets, with clear accountability for quarterly performance, pipeline growth, and forecast accuracy.


  • Identify, qualify, and develop opportunities across Quantinuum's portfolio, including quantum hardware systems, cloud-based access, software solutions, and industry-specific applications and use cases.


  • Lead strategic customer engagements to position quantum computing as a transformative technology that addresses public sector priorities and mission outcomes.


  • Drive end-to-end sales pursuits, including opportunity development, solution positioning, proposal management, negotiation, contracting, and commercial execution.


  • Navigate complex state and local procurement environments, cooperative purchasing agreements, grant programs, research funding mechanisms, and public sector acquisition frameworks.


  • Build and maintain executive-level relationships with state CIOs, innovation offices, agency leaders, university executives, research directors, procurement stakeholders, and elected officials where appropriate.


  • Partner closely with Government Partnerships, Public Policy, and Government Affairs teams to identify market opportunities, support strategic initiatives, develop partnerships, and shape long-term growth strategies.


  • Work collaboratively with Product, Engineering, Technical Solutions, Marketing, and Customer Success teams to align offerings with customer requirements and market demand.


  • Drive pilot programs, proofs of concept, research collaborations, and production deployments that demonstrate value and accelerate customer adoption.


  • Establish and expand strategic partnerships with systems integrators, technology providers, universities, research institutions, economic development organizations, industry associations, and public-private partnerships.


  • Maintain deep insight into state budget cycles, legislative priorities, technology modernization initiatives, workforce development programs, research investments, and emerging technology trends.


  • Represent Quantinuum at public sector conferences, higher education forums, industry events, and government-sponsored innovation programs.


  • Provide market intelligence and customer insights to influence product strategy, commercial priorities, ecosystem development, and investment decisions.


  • Influence adoption pathways and long-term technology strategies in partnership with senior leadership and key external stakeholders.


YOU MUST HAVE:

  • 12+ years of enterprise, public sector, or government technology sales experience.


  • Proven experience selling technology solutions into U.S. State, Local, and/or Education organizations.


  • Demonstrated success closing large, complex, multi-million-dollar technology deals.


  • Strong understanding of state and local procurement processes, budget cycles, funding mechanisms, and contracting models.


  • Experience developing and executing strategic go-to-market plans within public sector markets.


  • Proven ability to build and manage senior executive relationships across government, education, and research environments.


  • Experience leading complex sales cycles involving multiple internal and external stakeholders.


  • Ability to operate effectively across technical, commercial, policy, and ecosystem-development environments.

The pay range for this role is $278,767 - $374,686 annually. Actual compensation within this range may vary based on the candidate's skills, educational background, professional experience, and unique qualifications for the role.
