Role Summary:Under the direction of the Chief Information Officer (CIO), this position leads the credit union's enterprise data management, artificial intelligence, software development, and emerging technology programs. The role develops strategy, oversees execution, and delivers scalable, secure, and resilient solutions that enable data-driven decision making, improves member and employee experiences, and directly supports strategic initiatives. This leader partners with business and technology stakeholders to identify opportunities, evaluate emerging technologies, guide make-or-buy decisions, and build high performing teams capable of delivering innovation in a highly regulated environment. The position also serves as a backup to the CIO, VP of IT Operations, and VP of IT Infrastructure for management and administrative responsibilities within the IT department.
Key Responsibilities:Emerging Technologies (20%):
- Develops and executes emerging technology strategy across AI, data management, software development, and automation to deliver scalable business capabilities.
- Monitors disruptive technologies through research, partnerships, networking, and learning; pilots solutions that modernize processes and support digital transformation initiatives with our Member Experience team.
- Partners with technology and business leaders to assess opportunities, solve complex challenges, guide make-or-buy decisions, and implement technologies aligned with enterprise architecture.
Enterprise Data Management (20%):
- Oversee enterprise data solutions, including warehousing, integration, modeling, cloud platforms, analytics, and predictive capabilities for reliable data-driven decisions.
- Implements data practices using ETL/ELT, catalogs, quality controls, and internal and external integrations into cloud data warehouse or lake solutions.
- Provides hands-on Microsoft SQL expertise, leading database architecture, design, high availability, resilience, and maintenance optimization.
- Evaluates and implements analytics and business intelligence platforms, including dashboards, reports, models, and tools such as Power BI, built on trusted data foundations.
- Establishes data governance, policies, KPIs, quality standards, and security practices aligned with regulations.
- Implement semantic models to standardize data definitions, business logic, and terminology.
- Prioritizes data use cases and partners with business leaders to clarify data initiatives, priorities, and delivery targets.
Artificial Intelligence (20%):
- Defines and executes the AI vision with the CIO and leaders, embedding AI/ML into products, processes, platforms, and interaction points.
- Develops multi-year strategies for AI governance, data fluency, platform integration, agentic AI adoption, and orchestration across enterprise software.
- Advances responsible AI through literacy, acceptable use support, policy adherence, best practices, and coordination with IT and Security on controls and oversight.
- Tracks AI adoption, time-to-insight, outcomes, KPIs, ROI, and milestones for implemented use cases.
- Maintains expertise in machine learning, deep learning, generative AI, and related systems.
Software Development (20%):
- Leads enterprise software development, API integrations, automated workflows, and connectors using SDLC best practices in a regulated financial environment.
- Uses an architecture-first approach to ensure secure, observable, auditable, scalable solutions aligned with best practices and technology investments.
- Supports CI/CD, DevOps, source code repositories, SAST, DAST, defect remediation, and application security hardening.
- Manages backlogs and partners with IT, Product, Agile, and project teams to deliver features aligned with initiatives and roadmaps.
Strategic Planning & Oversight (10%):- Develops, implements, and communicates short and long-term goals and roadmaps for data management, AI, and software development.
- Measures program success against KPIs, corporate goals, metrics, and outcomes; creates transparency through effective data use.
- Participates in IT change management and the change advisory board, providing expertise and oversight for planned system changes.
- Serves on committees, working groups, councils, and other bodies to provide technology thought leadership.
- Partners on marketing technology vendor and tool selection, implementation, and management, ensuring CRM, automation, analytics, and content systems integrate with enterprise data.
- Applies information security best practices and supports internal, external, and regulatory audits, including NCUA examinations, as required.
Leadership and Development (10%): - Leads teams delivering production-grade AI platforms, applications, agents, data pipelines, and enterprise solutions.
- Builds strong relationships with internal & external partners, and vendors; resolves or escalates issues as needed.
- Attracts, develops, coaches, and mentors talent; supports succession planning, career paths, staffing, retention, and employee relations.
- Apply strong project and delivery discipline, partnering with project managers, analysts, Agile leads, and teams to achieve outcomes.
- Motivates staff toward goals, productivity, accuracy, and efficiency while modeling APGFCU leadership, culture, behaviors, and values.
- Perform Additional Responsibilities: Take on other duties and special projects as needed to support evolving business and team priorities. Perform other related duties as assigned or associated with the responsibility.

Qualifications:- Relevant Experience and Education: Requires 10 years in IT enterprise data management, software development, AI, or IT engineering; 5+ years leading high-performing technology teams; and a bachelor's or master's degree in computer science, data management, AI, or a related field. Microsoft SQL fluency and comparable database experience are required, along with remote workforce experience. Advanced certifications in AI, data science, engineering, Microsoft Azure, Snowflake, Databricks, SQL Server, or related technologies are preferred. Financial services & hands-on technical experience are highly desired.

Compensation Information:
$128,600.00 -$231,400.00 annually
